He
further commented with concern that the results of the Finance
Committee's recommendations were not taken back to the Technology
Committee.
Council Member Glaze assured Vice Mayor Loeffler that the Finance
Committee took those issues to heart. He noted that the bulk of money
would be for cameras, and they are addressing the ability to go out to
the events and video tape them for viewing on Cable TV. He noted that
it is their desire, through what is budgeted, to work with the schools,
colleges, and community to involve them in televising events and
meetings. It is the Committee's desire to put the community first and
televising of Council Meetings second.
Council Member Young clarified the media person's role, as recommended.
She also expressed concern that clerical support is expected to be
absorbed through existing staffing. She suggested grant funding be
sought for media needs.
Council discussion ensued regarding the feasibility of contracting the
Public Information Officer (PIO)/Marketing Specialist position out;
staff noted that, for that person to be very knowledgeable about the
organization, it would be more beneficial to have that person be a part
of staff as a contractor and not an outside agency. It was also
expressed by the Council that the PIO position somehow be a part of the
website planning team.
Council also briefly discussed State surplus funds and the City General
Plan Update process. In conclusion it was requested that the Finance
Committee do monitoring of the budget throughout the year, noting the
importance of tracking the budget as it relates to the vision of the
Council.
Vice Mayor Loeffler indicated to staff that he was not getting copies of
the League of California Cities Legislative Bulletins and staff
responded that they will check into how they are being dispersed.
The following Motion was then introduced:
- Minute Order No. 98-30, Matter of Approval of Budget Strategies,
Fiscal Year 1998-99 (accepts budget strategies, as established by the
City Council Finance Committee, for preparation of the budget for
Fiscal Year 1998-99).
