Minutes - City of San Leandro City Council, Page - 4 - <br />San Leandro Economic Development Agency, San Leandro <br />Housing Finance Corporation, San Leandro Parking Authority, <br />San Leandro Public Financing Authority, and <br />San Leandro Redevelopment Agency Joint Meeting - June 15, 1998 <br />B. Matter of Adoption of the City Manager's Proposed Budget, 1998-99 Fiscal <br />Year; Including Proposed Increases in Fees and Charges for Services <br />Provided by City Departments; and Fees and Charges for Services Provided <br />by the Building Regulations Division of the Development Services <br />Department. <br />This being the time and place for the Public Hearing on the above <br />matter, John Jermanis gave overall comments about the budget and noted <br />that, due to the defeat of Measure "I" in June, the 5700,000 shortfall <br />is proposed to come from the economic uncertainty reserve to balance the <br />budget. <br />The issue of this shortfall will be referred back to the Finance <br />Committee for further study of revenues and/or possible program <br />reductions. <br />Tim Hansen, Finance Director, gave an update on the total Budget, <br />General Fund Budget, and Revenues. <br />Bob Rockett, Public Works Director, went over the Enterprise Funds and <br />the proposed increases to fees. <br />Council recessed at 8:30 p.m. to 8:40 p.m. <br />Council asked and had questions answered regarding various aspects of <br />the budget. Mr. Rockett explained, if the City goes to curbside service <br />for refuse, they would be able to hold the rate constant for the next <br />five years. It was noted the purchase of equipment for such a program <br />is costly, and this is a program that would take some time to implement <br />- it could not be done immediately. <br />Council, in response to the information regarding the upcoming Wearing <br />about the proposed increase in storm water, refuse, and recycling fees, <br />and the appeals process, expressed their concern that they get more than <br />a handful of people at the Hearing. <br />Council Member Glaze suggested that perhaps some type of community <br />response form could be mailed out to residents to get more of an overall <br />response from the community. <br />The Hearing was then opened to the public. <br />David Horn, 296 Broadmoor Boulevard, Representing San Leandro Community <br />Counseling Services, addressed the Council regarding the de-funding of <br />their gang prevention program through San Leandro High School. He noted <br />there are other persons here this evening to address the Council <br />regarding this issue, as well. <br />
