Matter of A-98-3; Amendment to the San Leandro Zoning Code to Include Requirements for the Siting of Telecommunications Facilities, Such as, Telecommunications Towers, Antenna, and Alternative Tower Structures (establishes general guidelines for wireless telecommunications facilities). -- Motion Certifying the Negative Declaration for A-98-3 as Complete and In Compliance with CEQA Requirements. (1099/1977) -- An Ordinance Adding Section 4-1686 to Part IV, Article 16 of the San Leandro Zoning Code Related to Zoning Standards for Wireless Telecommunications Facilities in the City of San Leandro and Amending Related Sections of the Zoning Code. (1099/1024) -- Pass to Print This being the time and place for the Public Hearing on the above matter, Steve Emslie, Director of Development Services, made opening remarks about the proposed Zoning Code change and introduced Elmer Penaranda, who went into further detail regarding the proposed Ordinance. In response to Council questions, clarification was made regarding tower antennas and how they look like trees. The Hearing was then opened to the public. There being no comments from the public, the Public Hearing was closed. M/SIC Galvan and Lothrop. Ayes: 7; Noes: 0 Council also clarified that persons within a 300-foot radius will be notified of towers that are proposed for the area The following Motion and Ordinance were then introduced: -- Minute Order No. 98-52, Motion Certifying the Negative Declaration for A- 98-3 as Complete and In Compliance with CEQA Requirements. (1099/1977) The City Council certified the Negative Declaration for A-98-3 as complete and in compliance with CEQA Guidelines. M/S/C Loeffler and Glaze. Ayes: 7; Noes: 0
