Minutes -City of San Leandro City Council Meeting <br />September 8, 1998 <br />Page 4 <br />family-oriented area with the new theaters going in soon. It was noted there may <br />be a proposal pending for anadult-oriented business in that azea; and, although the <br />City has no specific land-use control in the unincorporated County areas, and <br />since it is in a joint redevelopment area, staffwill make immediate contact with <br />County staff to address the issue. <br />Council also expressed concerns with any proposed establishments and how their <br />signage and window treatments would be addressed through the Ordinance, as <br />well as azchitectural compatibility with the surrounding area. <br />The Hearing was then opened to the public. <br />Carey Walker, 471 Santa Monica, addressed the Council, asking how many <br />cities actually have an Ordinance of this kind. He feels the Council should scrap <br />this Ordinance, legalize prostitution, and tax it. He asked for clarification on what <br />a viewing room is and concluded by stating the Council should scrap the whole <br />thing. <br />Laverne Anderson, 1495 - 159th Avenue, Representing the Bonaire Civic <br />League, addressed the Council. He stated the League now supports the sites, as <br />proposed, because the site they were concerned with has been removed. He <br />further stated the Council is going forward with trying to clean-up the mess by <br />Bayfair Mall, and he continued with an example of a property they have been <br />working with that has been a problem. <br />Dana Johnson, 343 Farrelly Drive, addressed the Council, stating, to paint all <br />men over 40 who frequent these kinds of bars as bad, is wrong. He stated the <br />world will not come to an end by allowing these types of establishments to exist in <br />the City of San Leandro. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, commenting that, <br />when this matter first came up to the Planning Commission, the Planning <br />Commission did a great job. He noted there was only one citizen at the first <br />meeting. He continued by stating we are talking about "rights" here, and the City <br />is trying to eliminate those "rights." He added that this Ordinance will apply to <br />every man, woman, and child in this community and questioned who will have the <br />time to police it? He asked who is going to enforce this constitutional law and <br />who will uphold it? He continued by commenting that there is a big difference <br />between saloons and bars. He concluded by stating this Ordinance will apply to <br />everyone and ultimately encouraged the Council to support its adoption. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Loeffler and Glaze.
