Minutes -City of San Leandro City Council Meeting Page 10 <br />September 21, 1998 <br />Debbie Potter, Redevelopment Administrator, gave an overview of the procedures <br />and went over the details for the Council as it relates to representation by residents <br />vs. business owners. It was noted three additional members will be added to <br />represent the area adjacent to the project area. <br />It was noted that a letter of support for the proposed Redevelopment Advisory <br />Committee process was submitted by Charles J. Coffin, Vice Pres. And Manager <br />of Civic Bank. <br />Resolution No. 98-123, Resolution Approving Procedures for the Voluntary <br />Formation of the West San Leandro/MacArthur Boulevard Redevelopment <br />Advisory Committee (approves a formation process for the West San <br />Leandro/MacArthurBnulevard Redevelopment Advisory Committee). Matter of Creation of and Appointment of Members to a City Council Ad Hoc <br />Committee to Create and Appoint Citizens to a General Plan Advisory Committee <br />(GPAC) for an Update of the Land Use and Circulation Elements of the San <br />Leandro General Plan and Related Environmental Documents (provides for <br />creation of and appointment of three City Council Members to an ad hoc <br />committee to select and appoint citizens to a General Plan Advisory Committee <br />[GPAC]). <br />Steve Emslie, Acting Director of Development Services, introduced Kathleen <br />Livermore, Acting Planning Director. She explained the process staff is <br />recommending and stressed the broad-based, citizen-involvement element. <br />Barry Miller, consultant, went over the background and team aspect of the <br />process. He noted he will provide project management and technical assistance to <br />the team that will be created. He sited the major issues to be reviewed and the <br />steps that will be taken. <br />Council Member Lothrop commented on the importance of community and wide- <br />spread involvement in the process, as well as involvement from the schools. <br />Council Member Loeffler asked if this is part of the beginning of the $200,000 <br />General Plan item? Staff responded that was correct. Council Member Loeffier <br />then suggested input be solicited from the Historical Society, Alta Mira Club, and <br />the West Preservation Area. <br />Council Member Lothrop stressed the importance of having an opportunity for <br />Council input early on in the process, perhaps through a Work Session. <br />Mayor Young indicated she, along with Vice Mayor Galvan and Council Member <br />Glaze, will serve on the Ad Hoc Committee. <br />
