NEW BUSINESS <br />Items removed from the Consent Calendar: <br />S.C Resolution Approving Leachate Discharge Agreement Between the City of San <br />Leandro and Waste Management of Alameda County, Inc. (authorizes the San <br />Leandro Water Pollution Control Plant to issue a Special Discharge Permit to Waste <br />Management, Inc., to permit the treatment of liquid discharge from the Oyster Bay <br />Regional Park in the treatment plant). Removed from the Consent Calendar to <br />New Business and Approved. <br />The City Manager, in response to Mr. Norry, noted City staff is aware of the dispute <br />between East Bay Regional Parks and Waste Management in terms of who is <br />responsible for treating and paying for the leachate issue. Waste Management has <br />asked to have the leachate issue dealt with by having material pumped to our <br />treatment plant facility at Davis Street to be treated. In so doing, basically, the City <br />of San Leandro is not going to be a party to a dispute between East Bay Regional <br />Parks and Waste Management. We are only providing a service to them. The <br />treatment will be paid for by Waste Management. <br />In response to a question from Council Member Loeffler, clarification was made <br />regarding connection fees to be paid. It was noted that there is a $400,000 <br />assessment fee being paid by Waste Management. It was further clarified that the <br />City has agreed to take their sewage discharge, which will be several million gallons a <br />day under the capacity of the plant.
