<br /> <br />Minutes -City of San Leandro City Council, San Leandro Economic Page 11 <br />Development Agency, San Leandro Parking Authority, and San Leandro <br />Redevelopment Agency Joint Meeting -November 16,1998 <br />Council Member Grant asked if there are any incentives or disincentives to get the <br />project done on time. The City Manager indicated and explained there are <br />provisions in place. <br />Council Member Grant stressed that she wants to make sure they reach out to <br />local businesses when going out to bid. She also noted she did not see anything <br />regarding putting out fact sheets to the community so the public would know <br />where we are with this project and it's progress. It was noted the Facilities <br />Committee will be overseeing the progress of the project and the issue of keeping <br />the public informed. <br />The following Resolution was then introduced: <br />-- Resolution No. 98-153, Resolution Approving Form of Contractual Services <br />Agreement with Turner Construction Company Relating to the Community <br />Main Library Retrofit/Renovation/Expansion Project, Project No. 98-215-28- <br />115 (provides for construction management and general contractor services <br />utilizing a multiple prime contractor process). Cost: $88,688 for <br />preconstruction phase; $250,938 for bidding phase; and $752,175 far <br />construction phase. (2323) <br />MIS/C Glaze and Loeffler. Ayes: 5; Noes: 0; Absent: Galvan and Lothrop <br />G. Resolution Declaring Intention to Reimburse Expenditures from the Proceeds of <br />Obligations To Be Issued by the City and Directing Certain Actions (provides <br />financing option to issue bonds for the Library Retrofit, Renovation, and <br />Expansion Project; the Fire Station Seismic Retrofit/ New Stations Project; and for <br />reimbursement of expenditures for these projects for an amount not to exceed <br />$20,000,000). <br />Council Member Loeffler expressed his concern that the Council has the option to <br />utilize abond-funding mechanism for these projects without a vote of the people. <br />Clarification was made that this is a motion to explore the use of bonds and is not <br />a commitment on behalf of the City. <br />The following Resolution was then introduced: <br />-- Resolution No. 98-154, Resolution Declaring Intention to Reimburse <br />Expenditures from the Proceeds of Obligations To Be Issued by the City and <br />Directing Certain Actions (provides financing option to issue bonds for the <br />Library Retrofit, Renovation, and Expansion Project; the Fire Station Seismic <br />Retrofit/ New Stations Project; and for reimbursement of expenditures for <br />these projects for an amount not to exceed $20,000,000).
