DRAFT MINOTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 4, 2009 <br />laundry vouchers to homeless individuals on the 1~, 3~ and 5~ Sundays of each month <br />at the San Leandro Boys & Girls Club_ <br />Vice Mayor Stephens commented favorably on the efforts of the April Showers <br />Program to address the problems of homelessness_ He pointed out that the program <br />provided an incomplete solution, and he expressed willingness to work with II~ly to <br />develop a more complete solution_ Mr_ Bass and Tom Breckenridge welcomed the <br />dialogue_ <br />Mayor Santos stated that he has never been panhandled in San Leandro, and he <br />commented on his experience working with a homeless woman, and the need to address <br />the problem of homelessness_ Mayor Santos recalled that former Councihnember Garry <br />Loeffler played a role in creating the April Showers program_ <br />Councihnember Reed related a recent situation in which a homeless woman asked her <br />about shelter services in San Leandro, and she did not have the answer_ Mayor Santos <br />suggested that individuals needing social services be directed to dia12-1-1 _ <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor_ When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers maybe determined and an official record of names <br />and addresses obtained_ <br />A_ Matter of Proposed Adjustments to City Fees and Services Charges and Taxes for Fiscal <br />Year 2009-2010_ <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Budget & Compliance Manager Mary Ann Perini_ Ms_ Perini gave <br />a brief PowerPoint presentation, providing information on the criteria used for setting <br />the fees, and the estimated additional revenue to be generated from the proposed fee and <br />service charge adjustments_ <br />Staffresponded to questions from the Council_ <br />Councihnember Starosciak asked if the boat launch ramp fees could be removed from <br />the proposed fee schedule for further discussion by the City Council Shoreline-Marina <br />Committee, and possible later adoption_ Staff confirmed that this could be done_ <br />The Hearing was then opened to the public_ <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed_ <br />
