MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 4, 2009 <br />laundry vouchers to homeless individuals on the lst, 3ra and Sa' Sundays of each month <br />at the San Leandro Boys & Girls Club. <br />Vice Mayor Stephens commented favorably on the efforts of the April Showers <br />Program to address the problems of homelessness. He pointed out that the program <br />provided an incomplete solution, and he expressed willingness to work with IIdN to <br />develop a more complete solution. Mr. Bass and Tom Breckenridge welcomed the <br />dialogue. <br />Mayor Santos stated that he has never been .panhandled in San Leandro, and he <br />commented on his experience working with a homeless woman, and the need to address <br />the problem of homelessness. Mayor Santos recalled that former Councilmember Garry <br />Loeffler played a role in creating the April Showers program. <br />Councilmember Reed related a recent situation in which a homeless woman asked her <br />about shelter services in San Leandro, and she did not have the answer. Mayor Santos <br />suggested that individuals needing social services be directed to dia12-1-1. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />A. Matter of Proposed Adjustments to City Fees and Services Charges and Taxes for Fiscal <br />Year 2009-2010. <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Budget & Compliance Manager Mary Ann Perini. Ms. Perini gave <br />a brief PowerPoint presentation, providing information on the criteria used for setting <br />the fees, and the estimated additional revenue to be generated from the proposed fee and <br />service charge adjustments. <br />Staff responded to questions from the Council. <br />Councilmember Starosciak asked if the boat launch ramp fees could be removed from <br />the proposed fee schedule for further discussion by the City Council Shoreline-Marina <br />Committee, and possible later adoption. Staff confirmed that this could be done. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />
