Amendments to the <br />FY05-09 Consolidated Plan & <br />FY09-10 Action Plan <br />Adding nonprofit facility acquisition as an <br />"Community Development Needs - Publi <br />priority and the Priority Needs Summary Table <br />June 1, 2009 <br />objective and activity under the <br />c Facilities and Improvements" <br />The City plans to also amend the following projects of the FY 2009-2010 Action Plan: <br />Add Davis Street Family Resource Center facility acquisition under "Public <br />Facilities and Improvements" and allocate $500,000 in Community <br />Development Block Grant (CDBG) funds for this new project (via transfer of <br />$200,000- from Item #2 below and $300,000 from pre-award reimbursement of <br />future CDBG funds). CDBG regulations [per Section 570.200(h)] allow an <br />entitlement grantee such as the City to pre-award eligible activity costs up to the <br />greater of $300,000 or 25% of the FY 2009-2010 entitlement grant (which <br />would equal about $182,000) from future CDBG funds. The City would then be <br />able reimburse itself up to $300,000 from future CDBG funding for the proposed <br />pre-award cost in FY 2009-2010. Consequently, there would be $300,000 less <br />in CDBG funds to commit to other eligible projects in the next program year or <br />$150,000 less in each of the next two program years. <br />2. Decrease funding for the City-wide Handicap Accessible Curb Cuts by <br />$200,000. However, the City will be proposing to restore approximately <br />$196,000 for accessible curb cuts from CDBG economic stimulus funds <br />(CDBG-R) from the federal American Recovery and Reinvestment Act through <br />a substantial amendment to the FY 2008-2009 HUD Annual Action Plan. <br />Current City Council Policy <br />The FY 2005-2009 Consolidated Plan and the FY 2009-2010 Action Plan define <br />current Council Policy. <br />Previous City Council Action(s) <br />The City Council approved the FY 2005-2009 Consolidated Plan on April 18, <br />2005 and the FY 2009-2010 Action Plan on Apri120, 2009. <br />City Council Committee Review and Action <br />N/A <br />Applicable General Plan Policy <br />N/A <br />Permits and/or Variances Granted <br />N/A <br />
