Mr.
Udemezue provided a brief history and background on utility undergrounding in the
City, and introduced Senior Engineer Nick Thom. Mr. Thom gave a short
PowerPoint presentation, describing the proposed amendment to the existing Utility
Underground District.

Staff responded to questions from the Council.

Councilmember Reed asked about the cost to the property owners of installing the
service laterals. Mr. Thom stated that the costs could vary widely, depending on the
circumstances; however, a residential or simple commercial property installation
would cost approximately $3,000.

Councilmember Starosciak asked if liens could be placed on the properties to fund the
cost of installing the service laterals. Mr. Udemezue commented on some of the ways
the Council could consider handling the installation costs.

The Hearing was then opened to the public.

James Begier, San Leandro resident,
addressed the City Council, commenting that
he supported the concept of the underground utility district. Mr. Begier expressed
concern that the cost for installing the service laterals was never disclosed to the
affected property owners, and he requested that the approval of this item be delayed
for two years in order to provide the property owners with this information.

There being no further comments from the public, and without objection, the Public
Hearing was closed.

Mayor Santos commented on the need to underground the utilities in the Doolittle
Drive corridor as well.

Councilmember Stephens requested clarification regarding when the property owners
would be required to pay the cost of installing the service laterals. Mr. Udemezue
stated that when the time comes to connect the property owners to the utilities, staff
would recommend to the Council the payment options for the installation costs that
could be made available to property owners, such as CDBG grants.

Resolution No. 2009-065
, Resolution Amending the Existing Utility
thth
Underground District on East 14 Street from 150 Avenue to Lillian Avenue to
Include the Segment from Lillian Avenue to Thornton Street/Maud Avenue
(requires the removal of poles, overhead wires and associated overhead structures,
