MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 18, 2009 <br />A. Matter of Amendment to the Existing Utility Underground District on East 14th Street <br />from 150th Avenue to Lillian Avenue to Include the Segment from Lillian Avenue to <br />Thornton Street/Maud Avenue. <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Engineering and Transportation Director Uche Udemezue. Mr. <br />Udemezue provided a brief history and background on utility undergrounding in the <br />City, and introduced Senior Engineer Nick Thom. Mr. Thom gave a short <br />PowerPoint presentation, describing the proposed amendment to the existing Utility <br />Underground District. <br />Staff responded to questions from the Council. <br />Councilmember Reed asked about the cost to the property owners of installing the <br />service laterals. Mr. Thom stated that the costs could vary widely, depending on the <br />circumstances; however, a residential or simple commercial property installation <br />would cost approximately $3,000. <br />Councilmember Starosciak asked if liens could be placed on the properties to fund the <br />cost of installing the service laterals. Mr. Udemezue commented on some of the ways <br />the Council could consider handling the installation costs. <br />The Hearing was then opened to the public. <br />James Begier, San Leandro resident, addressed the City Council, commenting that <br />he supported the concept of the underground utility district. Mr. Begier expressed <br />concern that the cost for installing the service laterals was never disclosed to the <br />affected property owners, and he requested that the approval of this item be delayed <br />for two years in order to provide the property owners with this information. <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />Mayor Santos commented on the need to underground the utilities in the Doolittle <br />Drive corridor as well. <br />Councilmember Stephens requested clarification regarding when the property owners <br />would be required to pay the cost of installing the service laterals. Mr. Udemezue <br />stated that when the time comes to connect the property owners to the utilities, staff <br />would recommend to the Council the payment options for the installation costs that <br />could be made available to property owners, such as CDBG grants. <br />• Resolution No. 2009-065, Resolution Amending the Existing Utility <br />Underground District on East 14th Street from 150th Avenue to Lillian Avenue to <br />Include the Segment from Lillian Avenue to Thornton Street/Maud Avenue <br />(requires the removal of poles, overhead wires and associated overhead structures, <br />
