San Leandro Blvd-BART Interface Plan 2 June 15, 2009 <br />Kimley-Horn & Assoc. Inc., CSA <br />The firms interviewed were scored on various criteria, including: technical competence in <br />performing requested services, record of past performance in preparation of similar plans and <br />studies, project approach to the Request for Proposals, ability to perform in a timely manner, <br />approach to budget and allocation of tasks, quality of the proposal, and special expertise of the <br />team. After an extensive review of the candidate teams, including detailed reference checks, <br />Kimley-Horn was selected for recommendation to the City Council. The consultant team <br />includes BMS Design Group (San Leandro Blvd. design and community involvement strategy), <br />Kimley-Horn (traffic and transportation analysis, and the station access and circulation plan), <br />Design, Community & Environment (DC&E) (way finding plan), and Bay Area Economics <br />(BAE) (infrastructure development and financing strategy plan). <br />Current City Council Policy <br />Not applicable. <br />Previous City Council Action(s) <br />While there has been no previous City Council action, the City Council has been advised of the <br />awarding of the MTC grant in the hearings for the San Leandro Crossings project. <br />Ci Council Committee Review and Action <br />Not applicable. <br />Applicable General Plan Policy <br />Goal 6: Downtown Revitalization, of the General Plan also addresses the TOD strategy. <br />Specifically, Goal 6.10, BART Station Area Revitalization, states: "Foster the development of <br />the BART Station area as a mixed use "transit village," with a full complement of office, <br />medium and high-density residential, and office-serving retail uses, along with pedestrian plazas, <br />open space, BART parking, and other transit facilities (possibly including a Capitol Corridor rail <br />station)." <br />Permits and/or Variances Granted <br />Not applicable. <br />Environmental Review <br />Approval of this contract is exempt from CEQA (California Environmental Quality Act).
