EXHIBIT A <br />SCOPE OF SERVICES <br />Project Description <br />The City of San Leandro has recently created a Transit Oriented Development (TOD) district with specific <br />zoning regulations that encourage higher density development than was previously planned. This action is <br />expected to create additional pedestrian traffic with a corresponding reduction in tolerance for standing <br />storm water. Additionally, the increased density will increase the demand on the sanitary sewer system. <br />The TOD district encompasses the areas shown on the map attached as Exhibit E; note that no change in <br />use is anticipated for the residential neighborhoods marked with the number one (1), those neighborhoods <br />are outside of the TOD district. <br />Task 1 -Sanitary Sewer System Analysis: <br />The hydraulic capacity of the existing sanitary sewer collection system within the TOD district will be analyzed <br />under this task. This includes a review of existing information, the development of a simple hydraulic model, <br />flow monitoring, and model calibration. <br />Task 1.1-Background Review. Consultant will review existing documentation and studies of the pertinent <br />sanitary sewer sub-basins, determine the capacity of the existing system, determine existing and future <br />sanitary sewer demand within the TOD district, and develop a list of sanitary sewer system deficiencies for <br />both existing and predicted demands. <br />Consultant will review existing base maps and construction drawings, interview public works staff, and <br />review existing studies to develop a thorough understanding of the existing system within the TOD district <br />and the trunk sewer connecting this area to the water pollution control plant. Consultant will visit the site <br />and/or perform site surveys to collect any additional information needed for the analysis. Consultant will <br />review pipeline videos provided by the City to assess the condition of the existing system, The City will <br />provide approximately 25 video files that document up to 500 lineal feet each. The files will be in PicAx <br />software format. <br />Task 1.2 -Hydraulic Model Development. Consultant will create a simplified skeleton hydraulic model of the <br />sanitary system within the TOD district including its connection to the water pollution control plant. The <br />model will include pipe types, diameters, lengths, and manhole invert and rim elevations as well as existing <br />and proposed land uses within the TOD district. Consultant will use generic industry projections for water <br />usage by land use to predict future demand upon the system. Areas outside of the study area that flow thru <br />the modeled system will be incorporated into the model as flow injection points. These injection points will <br />be determined by where the physical pipelines enter the system to be modeled and the size of the area <br />they are servicing. Smaller areas may be grouped together to simplify the modeling efforts. The volume of <br />flow to be injected will be developed in the same manner as the future flow from the study area. <br />Task 1.3 -Flow Monitoring and Data Gathering. Consultant will collect current flow data and calibrate the <br />model. Consultant will install a minimum of 4 flow monitors and collect data from the monitors for atwo- <br />week period.
