TOD Infrastructure Study - CSA w/ Carollo 2 June 15, 2009 <br />Analysis <br />Staff issued a request for proposal (RFP) to perform the required work and received responses <br />from five engineering firms. A panel of staff members determined that Carollo Engineers is best <br />suited for providing the needed services. Carollo Engineers has consulted on and designed sewer <br />systems since 1933 and is currently in contract with the City for work at the Water Pollution <br />Control Plant (WPCP). <br />The proposed contract contains approximately $35,000 for a study of the storm drain system, <br />approximately $70,000 for a study of the sanitary system including flow monitoring, and <br />approximately $42,563 for development of the impact fee and preparation of the final report; for <br />a total cost of $147,563. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />• On September 4, 2007, by Resolution 2007-112, the City Council adopted the Downtown <br />San Leandro TOD Strategy <br />City Council Committee Review and Action <br />Not Applicable <br />Applicable General Plan Policy <br />Policy 52.01: Permit new development only when infrastructure and utilities can be provided to <br />that development without diminishing the quality of service provided to the rest of the city. <br />Policy 52.02: Require future development to pay its fair share of the cost of improving the <br />water, sewer, drainage, and other infrastructure systems needed to serve that development.
