be distributed. At this time, DOE is anticipating 60-90 days from the submittal date to an award <br />date. The clock for commitment and expenditure of funds starts from the award date. <br />The working group used a balanced approach in assessing potential EECBG projects, keeping in <br />mind the Program's objectives and the requirements for eligible projects. In addition to the <br />required EECS, staff is proposing a combination of municipal building projects that are shovel- <br />ready; programs that are geared towards the residential and non-profit communities and may be <br />able to leverage future funding from other sources; and regional assistance programs that could <br />conceivably live beyond the 36-month program implementation timeline. Projects anticipated for <br />inclusion include the following: <br />Community Structure <br />• Establish loan incentive program for energy retrofits by private homeowners and <br />non-profits <br />City Programs <br />• Complete funding for new Traffic Operations Centers <br />• Establish program that would train City staff and purchase of equipment, to <br />provide energy retrofit audits to homeowners <br />Energy Efficiency Retrofits <br />• Installation of new building control systems, which regulate HVAC and <br />interior/exterior lighting at City Hall, Main Library, South Offices, and Police <br />• Upgrade traffic and pedestrian signal displays with LED's <br />Re Tonal <br />• Contribute to StopWaste.org and their `Green Packages' program <br />• Contribute to organization chosen to implement AB811, a revolving fund-type <br />financial program that would be administered through property assessments <br />It should be noted that some projects listed above have some identified funding sources already, <br />for instance as a CIP project, but a gap in funding the entirety remains. It is the gap that would be <br />requested as part of this grant. <br />At this time, staff is recommending that the following allocation be requested from DOE: <br />$13,350 to StopWaste.org `Green Packages' Program (an additional $13,350 <br />would be contributed from Measure D funds). <br />$20,000 (approximate) for consultant that will assist City in preparing the EECS. <br />$15,000 for administrative/staff costs associating with preparation of the EECS. <br />It is anticipated that completion of the EECS will provide staff analytical data that will be <br />utilized in determining how the remainder of the allocation is made. Upon completion of the <br />SECS, staff will report back to Council on the projects being proposed and their corresponding <br />allocation amount. <br />
