Current City Council Policy
Not applicable.
Previous City Council Action(s)
Not applicable.
City Council Committee Review and Action
Not applicable.
Applicable General Plan Policy
Not applicable.
Permits and/or Variances Granted
Not applicable.
Environmental Review
All projects submitted to the DOE for grant approval are subject to the National Environmental
Policy Act (NEPA). Based on DOE's review of the list of activities that funds can be utilized for
under the EECBG Program, DOE has determined that most projects will likely be classified as
categorical exclusions.
Code Compliance Review
Not applicable.
Board/Commission Findings
Not applicable.
Summary of Public Outreach Efforts
Not applicable.
Fiscal Impact
Once an award has been made, the Finance Department will set up a separate account for the
purpose of expending the grant monies. Payments are made electronically through the
Department of Treasury's Automated Standard Application for Payment system. The grant
allows up to 10 percent of the allocation or $75,000, whichever is greater, to be used for
administrative expenses, excluding the cost of meeting the reporting requirements of the
Program. Administrative costs are the allowable, reasonable, and allocated direct and indirect
costs related to overall management of the awarded grant. Staff does not anticipate any impacts
to the General Fund with granting of program funding and implementation.
