CITY OF SAN LEANDRO
CITY COUNCIL RULES AND COMMUNICATIONS COMMITTEE
May 26, 2009
4:00 - 5:30 p.m.
San Leandro City Hall
835 East 14th Street
San Leandro, California
(City Manager's Large Conference Room)
HIGHLIGHTS
Committee Members
present: Mayor Tony Santos (Chair), Councilmembers Diana Souza and Bill
Stephens
City Staff present: Jacqui Diaz, Marian Handa, Steve Hollister, Kathleen Livermore, Kathy
Ornelas, Richard Pio Roda, Jayne Williams
Public present: Serena Chen, Paul Cununings, Charles Gilcrest, Jessica Lehman, Janice
Louie, Ralph Morales, Keisha Nzewi, Jim Prola, Dolores Tejada
Chair Santos called the meeting to order at 4:05 p.m.
1. Continued Discussion Regarding Combining the Planning Commission and Board of
Zoning Adjustments
Planning Manager Kathleen Livermore reported that staff held discussions with both the
Planning Commission and Board of Zoning Adjustments (BZA), sharing with them
information on the City's budget challenges and the idea of combining the two advisory
bodies. Based on these discussions, staff recommends that both the Planning Commission and
BZA be retained as they are currently constituted, and that the number of monthly meetings for
each body be reduced from two to one. Staff would forward for Council's approval the
required changes to the local codes to formalize the meeting schedule change. In making this
recommendation, Ms. Livermore cited the following benefits: retaining the two advisory
bodies, with their respective areas of expertise, supports the City's customer focus; staff time
savings would be realized by reducing the number of monthly meetings for each body; and
attendance at conferences and trainings would also be reduced.
