EXHIBIT A <br />SCOPE OF SERVICES <br />1. COMMUNITY INVOLVEMENT STRATEGY <br />Through our vast experience in streetscape and urban design projects, we have found that <br />multiple levels of community and stakeholder outreach, involvement, and input are essential. <br />Several important types of involvement will be vital for the San Leandro Boulevard-BART <br />Pedestrian Interface Plan, as outlined below. <br />11 Technical Advisory Committee <br />There are several key stakeholders who will need to be involved throughout this process. <br />Technical input will be required from local and regional agencies that have an interest in <br />planning, funding, or implementing elements of the plan. This input can best be achieved <br />through a Technical Advisory Committee (TAC), convened by the City, which will meet at <br />important milestones to review and confirm data, options, and conclusions. We propose that the <br />City convene representatives from the same agencies that made up the TAC for the Downtown <br />San Leandro Transit-Oriented Development Strategy (the Strategy). These agencies, and <br />preferably the same representatives, are familiar with the Strategy, the study area, and its issues <br />and challenges. We do not envision that the TAC's involvement will be as formal as it was in the <br />Strategy, and anticipate it may be on an ad hoc or voluntary basis. <br />1.2 Stakeholder Outreach <br />The local stakeholders include property and business owners, neighborhood associations and <br />residents, and other concerned community members. These stakeholders will of course be <br />encouraged to be involved in the community meetings, which are further described below. The <br />process should, however, include individual or small group meetings with these stakeholders to <br />understand their concerns. This should be accomplished at the direction of City staff, with <br />technical support from the Kimley-Horn team. Stakeholder meetings will be conducted at the <br />outset of the project to solicit issues, concerns, and input to the technical work of this study, <br />particularly the design of San Leandro Boulevard and the BART station access and circulation <br />concepts. <br />1.3 Community Workshops <br />We will conduct two (2) community workshops during the planning and design process. It is <br />envisioned that the key stakeholders-the City, BART, MTC and others-will be involved in <br />helping to strategize the agendas and content for these workshops. As successfully implemented <br />during the Strategy), stakeholder agencies can play an important role in community meetings to <br />distribute information on ongoing projects and lend their perspective to the project in question. <br />The workshops envisioned for this process will include: <br />• Community Workshop 1: Project Area Issues and Opportunities <br />San Leandro Blvd-BART Interface Plan <br />June 2009 <br />Page 18 of 38 <br />
