4. Review of Working Papers 5 and 6 and Draft San Leandro Boulevard Preliminary <br />Engineering Design (35%) and Streetscape prior to TACand Planning Commission <br />hearing. <br />5. Presentation of Draft San Leandro Boulevard-BART Pedestrian Interface Plan and <br />discussion of staff comments. <br />2. STATION ACCESS AND CONNECTIVITY PLAN <br />21 Station Access and Connectivity Plan <br />This task is conducted concurrent with Tasks 2.2 and 2.4. The purpose is to determine if the <br />design of San Leandro Boulevard and BART station transit plaza/access and the proposed street <br />crossings accessing the BART station resulting from this study will affect the connectivity plan <br />recommended in the Strategy. This task also assesses whether plans proposed in recent <br />development proposals since the Strategy has been adopted (e.g., The Crossings) should be <br />changed and if they affect the design of San Leandro Boulevard or vice versa. This task will <br />focus on the following: <br />• Identifying key pedestrian routes and destinations such as $ART fare gates, Washington Plaza <br />via the West Estudillo Avenue paseo, bus and shuttle stops within the BART station area, <br />Creekside Plaza, St. Leander's church and school, and BART parking to determine a <br />prioritization of crossing locations and designs. <br />• Examining the four crossing locations linking the downtown to the BART station (West Estudillo <br />Avenue, West Joaquin Avenue, West Juana Avenue, and Parrott Street). <br />• Examining the crossings linking downtown and adjacent neighborhoods to the periphery of the <br />BART station (Davis and Williams Streets). <br />• Prioritizing each of the crossings based on design concepts and analysis of San Leandro <br />Boulevard, BART station access/transit plaza, and community input (alternative crossing designs <br />and priorities will be presented to the community and stakeholders for input and comment). <br />• One set of revisions/modifications to the Strategy recommendations, if necessary, to integrate <br />change in crossings, priorities, and primary east-west access corridors. <br />• Expanding the assessment to the west side of the BART station and examine the Strategy's <br />proposed crossing of the railroad spurs and mainline connecting to Alvarado and Orchard Streets, <br />particularly in light of the proposed Crossings development. <br />Deliverables: Working Paper 1-Assessment of Strategy Access and Connectivity Plan, <br />Assessment of Potential Crossings, Recommended Modifications to the Strategy. <br />Meetings: Please refer to Task 1. <br />2.2 Conceptual Design of San Leandro Boulevard <br />This task focuses on design concepts for San Leandro Boulevard starting with the concept <br />recommended in the Strategy. The purpose is to identify and refine the details of the concept that <br />provide input into the preliminary engineering conducted in Task 4, the implementation plan. <br />This task defines conceptual engineering alternatives and describes the methodology for <br />San Leandro Blvd-BART Interface Plan June, 2009 <br />20 of 38 <br />
