Of the $600,000, Neighborhood Solutions' contractual
services agreement will be for $144,000, while the remaining $456,000 will be available for loans
and grants. Of the amount available for loans and grants, the program guidelines allocate
approximately 25 percent of the funds for grants and 75 percent for loans.
Staff recommends that the Redevelopment Agency adopt the resolution approving a services
agreement with Neighborhood Solutions for $144,000 to administer the Owner-Occupied
Housing Rehabilitation Program for FY 2009-10.
BACKGROUND AND DISCUSSION
The City's Owner Occupied Housing Rehabilitation Program has been a popular and effective
program for helping low and very low income homeowners, including fixed income seniars,
affordably maintain or improve their homes and enhance residential neighborhoods. The goal of
assisting seniors to age in place in their present homes was identified in the Housing Element.
In its current FY 2008-09 contract, Neighborhood Solutions projected awarding 10 loans and 22
grants. To date, it has exceeded both goals as it has awarded 12 loans and 27 grants of which
approximately $350,000 were expended for loans and $145,000 for grants. There are 2 loans and
8 grant applications currently in the pipeline pending approval. See attached Exhibit A for a
