Freda St.- sL Creek Sanitary Sewer Upgrade 2 July 6, 2009 <br />Phase 2 work, the subject of this request, will develop an upgrade plan for the trusses and <br />pipeline and provide construction documents. Concurrently, the consultant will evaluate the <br />proposed disturbance into the creek bank, conduct studies and submit documentation consistent <br />with the California Environmental Quality Act (CEQA) and as required in the procurement of a <br />Department of Fish & Game (DFG) permit. <br />Analysis <br />C+D is being recommended for Phase 2 of the subject project based on its performance during <br />Phase 1, which included developing an upgrade procedure for the trusses and identifying some of <br />the issues with replacing the pipelines. C+D has over forty-five (45) years experience working <br />with bridge structures and is familiar with bridge repair and strengthening. The scope of services <br />includes providing agency permitting and construction documents necessary to implement <br />improvements to the structures and the pipelines. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />• On October 4, 2004, by Resolution No. 2004-149, the City Council approved a Contractual <br />Services Agreement with Creegan + D'Angelo Consulting and Civil Engineers to provide <br />design services for Phase 1 of the subject project <br />City Council Committee Review and Action <br />Not Applicable <br />Applicable General Plan Policy <br />• Goal 52--Ensure sewer and solid waste facilities are well maintained and improvements meet <br />existing and future needs <br />Permits and/or Variances Granted <br />• Permits with the following agencies will be acquired: <br />o California Department of Fish & Game <br />o Alameda County Flood Control & Water Conservation District -Encroachment Permit <br />o Union Pacific Railroad -Right of Entry Permit <br />Environmental Review <br />• Appropriate environmental clearances will be filed with Alameda County <br />
