Hollister <br />City Manager <br />~. <br />~~ <br />leer ~ : ~` t ~. <br />N: <br />RESOLUTION APPROVING A CONTRACTUAL SERVICES AGREEMENT WITH <br />WESTERN PACIFIC SIGNAL RELATING TO THE ADVANCED TRAFFIC <br />MANAGEMENT SYSTEM (ATMs) UPGRADE PROJECT, PROJECT NO. 150-38-288 AND <br />APPROPRIATION OF $157,000 OF DEVELOPMENT FEES FOR STREET IMPROVEMENT <br />(DFSI) FUNDS. <br />SUMMARY AND RECOMMENDATION <br />The City has secured grants to upgrade the Advanced Traffic Management System (ATMs). <br />Project improvements include a new traffic operations center, Internet protocol communication <br />functions, updated traffic signal software, and new field signal controllers. This upgrade to the <br />original 1999 ATMs will provide extended functionality and improve the traffic handling <br />efficiency of our system. <br />Staff recommends approval of a contractual services agreement with Western Pacific Signal in <br />the amount of $608,621.26 for the subject project. To complete the project, staff also requests <br />the appropriation of an additional $157,000 of Development Fees for Street Improvements <br />(DFSI) funds for the remaining cost of the project, including construction support and the <br />renovation of the Traffic Operations Centers (TOCs). <br />BACKGROUND <br />The City's ATMs provides basic and advanced communication functions to our traffic signals, <br />including synchronizing signals and reporting failed field devices. The system was installed in <br />1999, and both its software and hardware are nearly at the end of their useful lives. New <br />technology and communication protocols will allow the City to fully utilize its fiber optic <br />network and provide the much needed extended functionality of a state of the art ATMs, thereby <br />improving the efficiency of our road system and reducing emissions and energy use. <br />Staff has secured a federal Congestion Mitigation and Air Quality (CMAQ) grant of $184,000, <br />and a State Traffic Light Synchronization Program (TLSP) grant of $350,000 to upgrade our <br />
