6/8/2009 <br />Report on <br />Facility Condition Assessment <br />Facilities Committee <br />June 9, 2009 <br />Scope of Work <br />• Inspection <br />• On-site inspection of 46 City buildings; <br />• Record, analyze and summarize data and identify <br />gaps; <br />• Photograph assets and conditions for reference. <br />• Reporting <br />• Detailed audit reports; <br />• Recommendations for remediation; <br />• Individual building cost detail & summary; <br />• Building rollup cost summary; <br />• Formulate deferred maintenance budget; <br />• Formulate capital replacement budget. <br />Facility Condition Index (FCI) <br />• Ratio used to measure the relative condition of a <br />building; <br />• Calculated by dividing the Current Replacement Value <br />(CRV) by the cost of identified deficiencies plus capital <br />renewal; <br />• Is a snapshot in time; <br />• City's overall FCI is 2.55% <br />• (45% is Good; 6-10% rs Fair, 11 % or > is Poor); <br />• San Leandro had best municipal facilities of 15 cities <br />surveyed by consultant; <br />• Consultant struggled to find deficiencies. <br />Introduction <br />• In Fall of 2008, CH2M Hi!i performed a detailed <br />inspection and aud'rf of 46 City buildings, <br />totaling 381,239 square feet. <br />• Purpose of report was to provide- <br />s Baseline physical condition; <br />• Assessment and cost estimation of significant <br />deficiencies to prioritize deferred maintenance; <br />• Model for annual set aside funds needed for <br />current and future building maintenance and <br />replacement costs. <br />Study Approach <br />• Physical audit consisting of comprehensive <br />building tour; <br />• Cost estimates obtained by utilizing a <br />combination of R.S. Means Cost Works, vendor <br />quotes as well as industry knowledge and <br />benchmarks; <br />• Reporting limited to deficiencies and deferred <br />maintenance items approximately $1,000 or <br />greater. <br />Bottom Line <br />• City is in overall 'Good' shape <br />• Good scores can be attributed to: <br />• Recent construction of major buildings <br />• Main Library <br />• SLFAC <br />• Manor Branch Library <br />• Fire Stations 10 & 11 <br />• History Museum <br />• On-going maintenance projects <br />1 <br />
