explained that funds have not been set aside for the actual replacement of buildings at this <br />time. <br />3. Discussion Regarding WPCP Rehabilitation <br />Ken Joseph gave a PowerPoint presentation regarding the WPCP Rehabilitation. He <br />explained the process of primary bypass during high flows versus full treatment and the <br />water treatment alternatives of the project. Dean Wilson addressed the issue of odors. <br />Discussion ensued. Mayor Santos stated that maintenance of the facility has been <br />ignored for a number of years and that it needs to be brought to code and ensure that we <br />meet all requirements. Uche Udemezue explained that staff has been tackling the most <br />urgent issues but that as time goes along, the treatment plant is becoming a more critical <br />issue. Staff is looking at the best and most efficient way to deal with the plant and have it <br />function better for the long term. A two year analysis came up with the figures that we <br />have today. <br />Mike Bakaldin discussed the funding sources and the different ways to fund the project. <br />The issue of fee increases was discussed and Mike Bakaldin presented a rate study. <br />Mayor Santos questioned if Propositions 218 would require a vote of the people. Mike <br />stated that we would have to go to a protest vote. Most agencies are already doing it and <br />it takes more effort and time. <br />4. Discussion Regarding I-880 Marina Traffic Impact Fee <br />Keith Cooke gave a PowerPoint presentation regarding the I-880 Marina Traffic Impact <br />Fee. Discussion ensued. Keith explained that the fee would only be for new <br />development and would impact both new business facilities and new residential housing <br />units. Councilmember Reed commented that it would be a great to put the fee in place <br />before the marina is developed. She stated that she thinks the impact fee is very smart. <br />Keith stated that staff will be bringing the item to the City Council. Councilmember <br />Sousa asked about the analysis of fees and sites. She asked if it has been determined how <br />long it would take to collect $2 million in fees. Uche Udemezue stated that staff has no <br />idea as it would depend on a number of factors. <br />5. Public Comments <br />None <br />6. Committee Member Comments <br />None <br />7.
