(3134) <br />J. Resolution No. 2009-091, Resolution Approving a Contractual Services Agreement <br />with Carollo Engineers, P.C. Relating to a Sanitary and Storm Sewer Infrastructure <br />Study and Impact Fee Analysis for the Downtown Transit Oriented Development <br />(TOD) Area, Project No. 150-83-073 (provides for consulting work to quantify <br />deficiencies in the sanitary and storm sewer systems within the downtown TOD area, <br />determine conceptual solutions to the deficiencies, and develop an impact fee for new <br />development within the area to fund repair of the deficiencies). Cost: $147,563. (2323) <br />K. Resolution No. 2009-092, Resolution Allowing the Use of a Sole Source Contract <br />Agreement with Johnson Controls for Building Management Systems (provides for <br />retrofitting the building controls of certain existing City buildings and future new <br />municipal projects). Resolution Authorizing the City Manager to Participate in aCost-Sharing Agreement <br />with StopWaste.Org for the Proposed Countywide Resource Efficiency Project for <br />Greening Existing Buildings and Landscapes ("Green Packages") (contributes <br />approximately 4%, equivalent to $26,700, of the City's Energy Efficiency and <br />Conservation Block Grant (EECBG) allocation to the Green Packages program). <br />Mr. Bakaldin commented on the relationship between this item and Item 10.B., <br />regarding the Energy Efficiency and Conservation Block Grant (EECBG). He gave a <br />brief background on the item, and introduced Senior Planner Sally Barros. Ms. Barros <br />gave a short PowerPoint presentation, providing information on the Alameda <br />Countywide Resource-Efficiency Project for Greening Existing Buildings and <br />Landscapes, known as the "Green Packages" project. Through standards and <br />specifications for green improvements, the project seeks to improve energy efficiency, <br />water and resource conservation, and indoor air quality. <br />Staff responded to questions from the Council. <br />
