Annual Rent Review Program Evaluation (June 2008 -May 2009) From June 2008 to May 2009, there were 52 tenant and landlord inquiries addressed by staff (see Attachment A) which is the same number as the previous year. Of the 52 inquiries this year, there were 26 inquiries by tenants and 26 by landlords. There were 4 cases heard by the Rent Review Board this year which is slightly lower than the 6 cases heard last year. One factor for the decline in RRB cases maybe the decline in rents and rise in vacancies, particularly in 2009 to date which is discussed further below. Table 1. Rent Review Board (RRB) Case Summary Period June - Ma RRB Cases 2004-OS 0 2005-06 0 2006-07 1 2007-08 6 2008-09 4 Attachment B shows the average rent (for all bedroom sizes) in San Leandro during first quarter (January through March) of 2009 fell by 1 % and the vacancy rate increased noticeably from 3.1 to 5.4% in the last year. Staff conducts an informal, point-in-time rental survey annually based on mass circulated listings in local and regional newspapers and on the Internet as displayed in Table 2 below. Table 2 confirms the decline in rents in 2009 for one bedroom and 2 bedroom units, however, rents for studios and three bedroom units have increased which may reflect greater demand for them.
