CITY OF SAN LEANDRO
STAFF REPORT
DATE: July 20, 2009
TO: Stephen L. Hollister, City Manager
FROM: Uchenna Udemezue, P.E., Director
Engineering and Transportation De
BY: Kenneth Joseph, P.E., City
SUBJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
a.-~-
Stephen L. Hollister
City Manager
RESOLUTION OF AWARD OF CONSTRUCTION CONTRACT TO RICHARD A. HEAPS
ELECTRICAL CONTRACTOR, INC. FOR THE WASHINGTON AVENUE AND
ESTABROOK STREET INTERSECTION IMPROVEMENT, PROJECT NO. 09-150-28-283,
FEDERAL AID PROJECT NO. HSIPL-5041(031).
SUMMARY AND RECOMMENDATION
Staff recommends award of contract to the low bidder, Richard A. Heaps Electrical Contractor,
Inc., in the amount of $277,140.50 for the subject project.
BACKGROUND
The Washington Avenue at Estabrook Street intersection was listed as one of the High Collision
Locations according to an analysis report conducted in February 2005. The most distinctive
feature of the intersection is the presence of a right-turn lane island at the southeast corner that
houses an electric pole with a set of traffic signals.
In November 2006, the State of California Department of Transportation (Caltrans), through the
Highway Safety Improvement Program (HSIP), approved $419,220 in federal funding for the
Washington Avenue and Estabrook Street Intersection project.
The City Council approved the plans and specifications and called for bids on June 1, 2009. The
Washington Avenue and Estabrook Street Intersection Improvement project will focus on
improvements for pedestrian and vehicular traffic safety at the intersection. It will also connect
the traffic signals at the subject intersection to the City's Traffic Operation Center by extending
the City's fiber optic network from the intersection of San Leandro Boulevard and Marina
Boulevard.
