City of San Leandro <br />Sewer System Management Plan <br />Volume I <br />• Effectively plan system expansion in order to meet the needs of the City we serve <br />• Set high, achievable standards for the construction of new infrastructure <br />To achieve these goals, the City will have in place the following programs: <br />• Selective Line Cleaning Program <br />• Fats, Oil & Grease (FOG) Control Program <br />• Root Control Program <br />• Easement Maintenance Program <br />• Vector Control Program <br />• Pump Station & Lift Station In.,pection & Maintenance Program <br />• Force Main Maintenance Program <br />• Capital Improvement Program <br />• Vehicle & Equipment Renewal & Replacement Program <br />• Emergency Response Program <br />Technical & Safety Training Program <br />• Periodic updates to the Basin Master Plans <br />• Inspecting and Testing of pipes and manholes prior to acceptance <br />• An Infrastructure Program Management software solution <br />The following specific performance indicator goals have also been identified: <br />• Conduct asystem-wide video inspection of all manholes and gravity mains every seven <br />years; <br />• Clean 100% of all gravity mains annually; <br />• Clean all pump station wet wells annually <br />Section 2 - Qrganization <br />The organization structure identifies the name of the responsible or authorized representative of <br />the City's staff as described in Section J of SWRCB Order No. 2006-0003. Included are the <br />administrative and maintenance positions responsible for implementing specific measures in the <br />SSMP with up-to-date descriptions, responsibilities of personnel, and authority for each position. <br />The organization structure includes a chain of communication for reporting SSOs and lines of <br />authority with contact information. The City's Organizational Structure includes the following <br />information: <br />a. The Water Pollution Control Manager is the responsible and authorized representative as <br />described in Section J of SWRCB Order No. 2006-0003. Mr. Dean Wilson is the City's <br />authorized representative registered with the San Francisco Bay Regional Water Quality <br />Control Board SSO Reporting Program and the California Integrated Water Quality <br />System (CIWQS) to certify SSO reports. <br />b. Appendix C contains the names and telephone numbers for management, administrative, <br />and maintenance positions responsible for implementing specific measures in the SSMP <br />Page ~~.~ <br />
