City of San Leandro Sewer System Management Plan Volume I • Effectively plan system expansion in order to meet the needs of the City we serve • Set high, achievable standards for the construction of new infrastructure To achieve these goals, the City will have in place the following programs: • Selective Line Cleaning Program • Fats, Oil & Grease (FOG) Control Program • Root Control Program • Easement Maintenance Program • Vector Control Program • Pump Station & Lift Station In.,pection & Maintenance Program • Force Main Maintenance Program • Capital Improvement Program • Vehicle & Equipment Renewal & Replacement Program • Emergency Response Program Technical & Safety Training Program • Periodic updates to the Basin Master Plans • Inspecting and Testing of pipes and manholes prior to acceptance • An Infrastructure Program Management software solution The following specific performance indicator goals have also been identified: • Conduct asystem-wide video inspection of all manholes and gravity mains every seven years; • Clean 100% of all gravity mains annually; • Clean all pump station wet wells annually Section 2 - Qrganization The organization structure identifies the name of the responsible or authorized representative of the City's staff as described in Section J of SWRCB Order No. 2006-0003. Included are the administrative and maintenance positions responsible for implementing specific measures in the SSMP with up-to-date descriptions, responsibilities of personnel, and authority for each position. The organization structure includes a chain of communication for reporting SSOs and lines of authority with contact information. The City's Organizational Structure includes the following information: a. The Water Pollution Control Manager is the responsible and authorized representative as described in Section J of SWRCB Order No. 2006-0003. Mr. Dean Wilson is the City's authorized representative registered with the San Francisco Bay Regional Water Quality Control Board SSO Reporting Program and the California Integrated Water Quality System (CIWQS) to certify SSO reports. b.
