City of San Leandro
Sewer System Management Plan
volume I
The system supports inspecting and cleaning the sewerage piping and tunnels, manhole
structures and drop shafts and identifying areas that need more frequent cleaning.
Collection System Map
The City of San Leandro incorporates an electronic
(GIS based) collection system mapping as an integral
part of the CMMS. Asset information from the GIS
inventory records are incorporated into a consolidated
Collection System Asset inventory.
This information forms the basis of an asset registry
and GIS mapping base. The mapping base includes
aerial imagery, geo/political boundary areas, single
line street network, parcels, basins, asset inventory of
the collection system, and related topographical and
planimetric data.

~
~
.
~~ ~~~ ,~
~ .,:
' w
r~~
. ~,~ Y
AfMe
p
~.i~
~~~
~~~: ~:~ ~
~
H I ~ ~~~

a~ ~,
,.
rs,rzs~u ~en*rr ~.. a
ti

.t
.
~~2~~,..
a.u,u ,az~is
~. ,. ~,ne,a, - z~yalaaaw

~. a
r.,~
The mapping module integrates with the City's ESRI ArcGIS system that allows users to update
and exchange mapping information on a regular basis.
Each sanitary sewer asset is tracked individually in the system. Manhole identification numbers
are used to define unique pipe segments. Each pipe segment is attributed with size, pipe type,
year built, direction of flow, and percentage of slope. The City also maintains hard copy mapping
of the system. The hard copy maps are updated as needed by engineering staff using Auto-Cad
drawings. The electronic mapping system is drawn to scale and overlays recent aerial
photographs of the service area as well as property boundaries. The electronic map is linked to
the City's collection system Maintenance Management System and is being populated with all of
the information required to make it a fully functional GIS.
Prioritized Preventive Maintenance
The City of San Leandro's maintenance management system (CMMS) is used to manage the
collection system preventive maintenance program. Maintenance planning and scheduling is
used to establish annual and other periodic maintenance goals. These goals include the sewer
pipe scheduled cleaning and CCTV inspection objectives. The ICOM3 planner is used to assign
maintenance frequencies to the collection system components. Once a set of assets is defined, it
can be assigned different activities or tasks to formulate maintenance job plans. These plans can
be saved as grouped sets for maintenance or projects for budgeting, scheduling and tracking
purposes.
Maintenance Planning
The planning module is used to establish programmed maintenance and inspection activities,
preventative maintenance objectives for each of the maintenance activities, current and proposed
