DRAFT MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 6, 2009 <br />Reed suggested that the Council consider this information so that it can discuss the pros and <br />cons of IRV at its upcoming work session. <br />Vice Mayor Starosciak reported that she attended the 100' Anniversary Holy Ghost Parade at <br />St. John's IDES Hall, the Pawathon event at the Marina; and the Fun in the Sun event in the <br />North Broadmoor area. She commented that these community events were organized and held <br />without City funding, and she acknowledged the hard work and community spirit of the <br />people responsible for putting on these events. Vice Mayor Starosciak acknowledged the <br />excellent work by the Chamber of Commerce on the recent Economic Forum. She <br />commented on two recent community meetings she attended on the Flex Shuttle. Over 80 <br />people attended the meetings, and the participants indicated their interest in maintaining the <br />Flex Shuttle services. At the ACTIA meeting, the ACTIA committee approved a $75,000 <br />minimum services grant for the Flex Shuttle and an additional $24,000 to help replace lost <br />sales tax funding for this year. In order to maintain minimum service, she suggested <br />reinstating two of the six funding options provided: 1) keep the Shuttle service free of cost, <br />and 2) maintain service hours from 9 a:m. to 5 p.m. Maintaining these two options would <br />require $66,000. Vice Mayor Starosciak asked the Council to consider supporting funding for <br />these options through savings from various transportation projects. She stated that this would <br />be one-time only funding, and next year staff would look for ways to provide additional <br />revenues to support these services. <br />Mayor Santos indicated that this matter would be referred to the Facilities and Transportation <br />Committee, and he commented on available funding for transportation projects. <br />Councilmember Prola reported that he attended the Shoreline-Marina Citizens Advisory <br />Committee meeting, the City's All-Employee BBQ, Coffee with the Mayor, and the Alameda <br />County Democratic Central Committee meeting. He noted that many residents who have <br />attended Coffee with the Mayor sessions expressed appreciation that the issues they raised <br />were resolved. Councilmember Prola agreed with Councilmember Reed's comment at the <br />Facilities and Transportation Committee regarding the traffic impact fee for new development <br />on the I-880/Marina area, and he also agreed with the need to find a way to keep the Flex <br />Shuttle operating from 9-5. <br />Councilmember Stephens echoed the sentiments by Councilmember Prola regarding the All- <br />Employee BBQ, and he expressed concern about the continued raid by the State on local <br />funds due to its own shrinking revenues. <br />Councilmember Souza wished a happy birthday to Vice Mayor Starosciak. She commented <br />that she attended the 100' Anniversary Holy Ghost Parade, the Pawathon, the Fun in the Sun <br />event in North Broadmoor; the San Leandro School District Performing Arts Center <br />groundbreaking; and the All-Employee BBQ. Councilmember Souza stated that she would <br />like to see the dog park project move forward, and she supports the actions necessary to keep <br />the Flex Shuttle going. She suggested that the City could connect homeowners associations <br />with students needing community service hours to provide volunteer maintenance on vacant <br />homes. <br />
