City of San Leandro <br />Sewer System Management Plan <br />Volume I <br />Executive Summary <br />The State Water Resources Control Board (SWRCB) requires that all public wastewater <br />collection system agencies in California with more than one mile of sewer pipe be regulated <br />under General Waste Discharge Requirements (WDR). The WDR mandates that the City prepare <br />an SSMP following the guidelines set forth in the WDR and the reporting of SSOs using an <br />electronic reporting system. In addition the San Francisco Bay Regional Water Quality Control <br />Board (RWQCB) requires that the SSMP incorporate the guidelines in the SSMP Development <br />Guide prepared by the RWQCB in cooperation with the Bay Area Clean Water Agencies <br />(BACWA). <br />This Sewer System Management Plan (SSMP) has been prepared in compliance with <br />requirements of both the State Water Resources Control Board (SWRCB) Order No. 2006-0003, <br />and the San Francisco Bay Regional Water Quality Control Board (RWQCB) pursuant to <br />Section 13267 of the California Water Code. The SWRCB SSMP requirements are similar to <br />those promulgated by the RWQCB but differ in organization and some details. <br />The intent of this SSMP is to meet the requirements of both the Statewide WDR and the <br />RWQCB. The organization of this document is consistent with the WDR guidelines, and the <br />contents address both the RWQCB and SWRCB requirements. The SSMP includes eleven <br />sections, as follows: <br />1. Goals <br />2. Organization <br />Legal Authority <br />4. Operation and Maintenance Program <br />5. Design and Performance Provisions <br />6. Overflow Emergency Response Plan <br />7. Fats, Oils, and Grease (FOG) Control Program <br />8. System Evaluation and Capacity Assurance Plan <br />9.
