Minutes - City of San Leandro City Council and Page - 9 - <br />Redevelopment Agency Meeting - March 3, 1997 <br />Council Member Loeffler commended Council Member Glaze for providing <br />the history of the downtown. He said it is important to provide a <br />new image and new mix of tenants and agrees that support should be <br />made to existing, affected businesses. He supports the project and <br />has some concern over financing. <br />Vice Mayor Polvorosa noted the history of the downtown and evolution <br />of the businesses. He said this is an opportunity to revitalize the <br />downtown. <br />Council Member Young said this was a difficult decision because she <br />is also a small-business owner. She said this will result in new <br />people coming to the downtown. She said San Leandro's staff are <br />willing to work with small businesses, which is not the case in other <br />cities. She is concerned over the financing. She commended the <br />existing coffee. shops for establishing themselves in San Leandro. <br />Council Member Lothrop noted the past Business Walk; she said <br />downtown business owners commented on their concern over the <br />vacancies. She supports the project and believes the other <br />businesses will survive. <br />Mayor Corbett agreed with the Council Members. She said free <br />enterprise is important; the downtown is important, and she wants it <br />to thrive. She said the Council is concerned about the parking <br />issues and noted some reserve funds will be directed toward parking <br />projects. She commented on site review. <br />Council Member Lothrop noted she would like to see some changes to <br />the design; she suggested mediterranean styling. <br />The Council noted their desire to meet in the future to discuss the <br />design. <br />The following Resolutions were then introduced: <br />2. Redevelopment Agency Approves Selection of Empire Realty Group, LLC, <br />as Master Developer, Reuse Report, and Transmission of Report to City <br />Council. <br />- Resolution No. 97-4, Resolution of the Redevelopment Agency of the <br />City of San Leandro Approving Selection of Empire Realty Group, <br />LLC, as Master Developer, the Reuse Report Required by Health and <br />Safety Code Section 33433 for the 1433-1445 East 14th Street <br />Project of the Plaza 1 Redevelopment Project and Transmission of <br />Report to the City Council of the City of San Leandro.
