Minutes - City of San Leandro City Council, Page - 3 - <br />San Leandro Redevelopment Agency, and San Leandro <br />Public Financing Authority Joint Meeting - May 19, 1997 <br />The following Resolutions were then introduced: <br />- Resolution No. 97-51, Resolution Amending Title 6, Chapter 4 of the <br />San Leandro Administrative Code Relating to Fees and Charges for <br />Services Provided by City Departments (provides for annual increase <br />in fees charged for services provided by City departments, effective <br />July 1, 1997). Ayes: 6; Noes: 0; Absent: Corbett <br />Resolution No. 97-52, Resolution Amending Title 12, Chapter 6 of the <br />San Leandro Administrative Code Relating to Fees and Charges for <br />Services Provided by the Building Regulations Division of the <br />Development Services Department (provides for annual increases in <br />fees charged for services provided by and permits issued by the <br />Building Regulations Division, effective July 1, 1997). Matter of A-97_2; Reclassification from CC Community Commercial District <br />and CD Commercial Downtown District to CD (PD) Commercial Downtown <br />Planned Development District; and PD-97-3; Planned Development; to <br />Construct a 7,250-Sq.-Ft. Commercial Building and Parking; 320-392 Davis <br />Street and 1170 Clarke Street; Assessor's Parcel Number 75-16-1, 5-2 and <br />6; Stanley E. Panko, Architect; CC Community Commercial District and GD <br />Commercial Downtown District. <br />This being the time and place for the Public Hearing on the above <br />matter, Norm Weisbrod gave the staff report and indicated that the <br />Planning Commission had recommended approval, with the added Condition <br />that the parcel on Clarke Street be acquired with assistance from the <br />Redevelopment Agency and that any modifications to the site plan, <br />architecture, landscaping, and related improvements be brought back to <br />the Planning Commission for review and approval. Any modifications to <br />the site plan should provide for the storefronts to face the surrounding <br />streets to encourage pedestrian access. He concluded by recommending to <br />Council that they adopt the Negative Declaration, approve the proposed <br />reclassification, make the necessary findings, and approve the proposed <br />Planned Development, subject to the Conditions of Approval. <br />A short video was shown to explain the proposal in greater detail. <br />Council Members asked clarifying questions regarding the acquisition of <br />the property on Clarke Street, as it related to additional parking and, <br />if acquired, the possibility of changing the proposed creek pathway to <br />leave space enough for a separated pathway. Concerns were expressed <br />with the aesthetics of the walkway, littering and clean-up, and trees <br />along the pathway. It was noted that the eucalyptus trees are vital to <br />the stability of the bank. <br />
