Minutes - City of San Leandro City Council, Page - 7 - <br />San Leandro Economic Development Agency, San Leandro <br />Industrial Development Authority, San Leandro Parking Authority, <br />San Leandro Public Financing Authority, and San Leandro <br />Redevelopment Agency Joint Meeting - June 16, 1997 <br />The City Manager clarified that, with regard to the storm water run-off, <br />the issue would not be before the voters unless the City was proposing <br />an increase in rates. There is no proposal to do so at this time. Mr. <br />Jermanis concluded by indicating to Mr. Walker the Clean Water Act is a <br />nationwide issue, and the City of San Leandro would not have been named, <br />specifically. <br />Larry Norry, 2532 Williams Street, President of Mulford Gardens <br />Homeowners' Association, addressed the Council regarding the new <br />neighborhood entrance signs that have gone up throughout the community. <br />He stated that needs to be one located on Marina Boulevard near the <br />tracks at Menlo Street. He also mentioned that the Marina Faire sign <br />located at Doolittle and Fairway does not really belong there; it should <br />be located elsewhere. He continued on by commenting on the capital <br />improvement repairs for the Marina. He feels they should be charged to <br />funding for the Marina Master Plan. He concluded by expressing concerns <br />with spending monies to redo the firehouses and spending monies to put <br />in gas tanks in one firehouse property that has not been retrofitted <br />yet. <br />Lavern Anderson, 1495 - 159th Avenue, addressed the Council, noting he <br />agrees with the proposed budget. He remarked that he has a house on <br />Cypress Street, and he did not see Cypress Street mentioned in the <br />Capital Improvement Budget for pavement management. He questioned why <br />it was not listed? He noted he did find out that Fairway Drive is <br />scheduled for 1998. <br />The Mayor requested that Mr. Anderson leave his telephone number with <br />staff so they could let him know the answer to when Cypress Street <br />improvements are scheduled to be done. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, expressing <br />concerns with insurance coverage for earthquakes. He also questioned <br />how many senior citizens in San Leandro have had their rents increased <br />since the passage of the San Leandro School Bond? He questioned if the <br />Ottawa project is in the San Leandro School District or in the San <br />Lorenzo School District? He congratulated the Council regarding the <br />1997-98 proposed budget. He noted the City is subjecting the taxpayers <br />to mind-boggling amounts of debt. He added that, if you don't start to <br />control debt, people cannot afford to live in their house and/or pay <br />rent. He went on to comment that the proposed budget, which includes <br />redevelopment, will create a $1 million debt per capita in San Leandro <br />based on the estimated 71,000 City population. He went on to quote <br />totals regarding governmental debt liability statewide, noting it totals <br />to over X180 billion of debt. He concluded by stating that financing <br />and budgeting has to have a means to pay off debt. <br />There being no further comments from the public, on motion of Council <br />Member Young, seconded by Council Member Loeffler, and carried by a <br />majority vote (7), the Public Hearing was closed. <br />
