PUBLIC COMMENTS Public Comments are limited to 5 minutes per person. The public is invited to make any comments related to Agenda items, or other items of public interest, at this time. A. Ellen Geis, 834 Cary Drive, addressed the Council as a resident and taxpayer, indicating she was no longer associated with the Estudillo Homeowners' Association or the Associated Homeowners' Association. She commented on past active members of the community and addressed the Council on their proposal for an increase in the Council's and Mayor's compensation. She feels the citizens should know what it costs the City to have a Council and a Mayor. She went on to state the current salaries; that Council Members get mileage reimbursement, health insurance, and life insurance; and, if they have served 5-1/2 years, they get retirement benefits as well. She feels raising the salary 35%, along with all these perks, is too much. B. Larry Allphin, 129 Pelton Center Way, addressed the Council as the President of the Downtown Business Association. He commented on the first Farmers' Market held yesterday and indicated how successful it was. He thanked the staff members from the City, Nancy Hillis, Rosie Rios, and Nancy Klein for their efforts, which helped it to be such a successful event. Mr. Allphin continued by commenting on the West Juana Improvement Project, from Hays to East 14th Street. He noted that they endorse the project and request they be able to team up and interface with City staff, including those in Redevelopment and Engineering, to work together to promote this invaluable improvement to the downtown. The Mayor directed that staff report back to the Council on the progress of the project. C. Carey Walker, 471 Santa Monica, addressed the Council, questioning when the next election date will be. He also commented on the new proposals for restaurants in the downtown, noting they will take business away from other restaurants. D. Tony Santos, 14495 Nassau Road, addressed the Council, in disagreeing with Ellen Geis' statements. He believes the Council's and Mayor's compensation is low. He feels the Council should consider a higher salary. He also suggested the Council consider appointing a commission outside the Council to review, and possibly remedy, their low income. He concluded by commenting that the City should consider a Municipal Insurance Program.
