Minutes - City of San Leandro City Council Meeting Page - 4 - <br />August 4, 1997 <br />Mr. Kerr concluded by commenting on festivities scheduled at the Fargo <br />Senior Center on September 14, 1997, in honor of their 25th Anniversary. <br />B. Carey Walker, 471 Santa Monica, addressed the Council, asking when and <br />how they will be addressing the railroad crossing situation in San <br />Leandro. He noted the condition of the crossings are creating problems <br />for car wheels. He continued by commenting on traffic issues and how <br />people are continually running red lights. He added that potholes in <br />the streets are also a concern, and he would like to see them fixed. <br />With regard to noise from trains and planes, he commented that residents <br />will have to put up with it as they were here before the residents. <br />City Manager John Jermanis gave a brief update on the railroad-crossing <br />issue and noted that all crossings are of concern. <br />C. Lou Filipovich, 15376 Laverne Drive, addressed the Council, amending his <br />comments in the June 16 Minutes, referencing page 7, and indicating that <br />he should have stated "$1,000 debt per capita" rather than "$1 million." <br />He also stated that Item C under the Consent Calendar, referencing <br />funding for Leadership San Leandro, should be either under New Business <br />or should be a Public Hearing. He referenced a former document from <br />1996 which addressed a Leadership San Leandro Program for non-partisan <br />voters and also which allocated $35,000. He added that, if we are going <br />to have this program, the participants should be people other than those <br />represented by the Chamber of Commerce. He concluded by stating that, <br />although there might not be any statutory authority preventing the City <br />from entering into such actions, if the program is not at least bi- <br />partisan in appearance, the program would not be immune to legal <br />challenge. The Leadership Program should at the very least have a <br />public hearing. <br />D. Laverne Anderson, 1495 - 159th Avenue, addressed the Council and <br />commented on an upcoming meeting tomorrow night at St. John's Church <br />regarding auto accidents that have occurred in their neighborhood and <br />nothing has been done about. He referenced a recent accident where a <br />young man ran into a property owner's fence; and, although the young man <br />was to have paid a $500 deductible to fix the fence, he did not. Mr. <br />Anderson went on to reference weed concerns, noting they are becoming a <br />problem again on Fairway. He also voiced concerns with the paving of <br />Cypress Street and stated he thought it was included in the budget. He <br />concluded by asking about the Marina Boulevard project and the proposed <br />Conference Center. <br />Mr. Jermanis reported on the demolition of the Marina Boulevard project <br />which has been started this week. There was some difficulty in removing <br />some of the tenants that did not want to leave, but they are all out <br />now. With regard to the Conference Center, Mr. Jermanis reported it <br />will be a two-story, $40 million project. <br />
