,~ <br />Minutes - City of San Leandro City Council and Page - 17 - <br />San Leandro Redevelopment Agency Meeting - August 18, 1997 <br />F. Report on Closed Session Actions Taken. <br />The City Attorney reported there was no action taken. <br />8. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Carey Walker, 471 Santa Monica, addressed Council Member Polvorosa, <br />asking, if he were the Mayor, would he take the raise? He responded <br />that he did not know. <br />B. Al Rosenga, 534 Parrott Street, addressed the Council, noting that he is <br />happy to see that the rules of wage compensation have been observed. He <br />feels we have finally gotten to the point that there is a set <br />compensation for that job. <br />C. Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating the <br />Mayor does not qualify as a bonafide Mayor because she did not get over <br />50% of the vote of the people. He continued by stating that the Policy <br />Committee came up during the Finance Committee meetings. He feels it is <br />a political sham and a political payoff. He commented further on how <br />the City Council should be restructured. He noted that the question is <br />not what the Mayor does or doesn't do - she can do everything. The <br />question is, does the Mayor run the City or will the City Manager run <br />the City? He concluded by stating that the people should vote to <br />restructure the Council to five members. <br />D. Louis Heystek, 2481 Marina Boulevard, Chair of the Youth Advisory <br />Commission, addressed the Council and thanked them for referring the <br />proposed Ordinance regarding skateboarding to the YAC. <br />E. LaMar Heystek, 2481 Marina Boulevard, addressed the Council, commenting <br />that he hopes the Mayor's compensation issue is now resolved and that <br />things can move forward. He stated he hopes this issue will not come up <br />again at the next meeting and that the Council can move on to more <br />pressing matters. <br />9. CITY COUNCIL REPORTS AND COMMENTS <br />A.
