Minutes - City of San Leandro City Council and Page - 5 - <br />San Leandro Redevelopment Agency Meeting - September 2, 1997 <br />Larry Norry, 2532 Williams Street, addressed the Council and expressed <br />disappointment in Council Member Lothrop's abstention from discussion <br />and/or action on this item as he was expecting her to represent the <br />interests of those persons in District 6. He spoke in opposition to the <br />"S" Overlay zoning and expressed concerns with Burrell Field, the Auto <br />Mall on Marina Boulevard, concerns that the description of the area is <br />not quite clear, and questioned how there could be a Negative <br />Declaration if nothing is proposed. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, noting <br />exclusions and exemptions will only cause problems. He added that <br />everything will have to go through the Redevelopment Agency process at <br />some point. Staff responded that only those areas that are within the <br />Redevelopment Area will fall under Redevelopment Agency review. <br />Mr. Filipovich continued by stating the City could rezone all of the <br />City of San Leandro so that it would be under the Redevelopment Agency. <br />He further stated there is a need to protect the exclusionary rule for <br />the taxpayers. He agrees with the letter as submitted by Mrs. Kaiser. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Polvorosa and Loeffler. Ayes: 6; Noes: 0; Abstained: Lothrop <br />The following Motion and Ordinance were then introduced: <br />- Minute Order No. 97-40, Motion Certifying Negative Declaration for A- <br />97-8 as Complete and in Compliance with CEQA Requirements and <br />Approving the Reclassification of A-97-8 to Provide "S" Special <br />Review Overlay District in the Area of Marina Boulevard Between <br />Doolittle Drive and Washington Avenue. (1099/1009) <br />The City Council certified the Negative Declaration for A-97-8 as <br />complete and in compliance with CEQA requirements and approved the <br />Reclassification of A-97-8 to provide aS~ Special Review Overlay <br />District in the area of Marina Boulevard between Doolittle Drive and <br />Washington Avenue. <br />M/S/C Polvorosa and Glaze. Ayes: 6; Noes: 0; Abstained: Lothrop <br />Ordinance No. 97-027, An Ordinance Reclassifying Certain Property <br />Herein Described as to Zoning District and Amending Zoning Map (A-97- <br />8), Marina Boulevard Rezoning to Provide "S" Special Review Overlay <br />District to Encourage Particular Land Uses In the Area of Marina <br />Boulevard Between Doolittle Drive and Washington Avenue (provides far <br />rezoning of portions of Marina Boulevard and surrounding side streets <br />to encourage uses that recognize the unique attributes of the three <br />distinct sections of Marina Boulevard and provide an additional <br />layer of review for new uses).
