Minutes - City of San Leandro City Council Meeting Page - 3 -
September 15, 1997
B. Matter of HUD Community Development Block Grant (CDBG) Program
Annual Performance Report (APR)/Grantee Performance Report (GPR)
for Fiscal Year 1996-97.
This being the time and place for the Public Hearing on the above
matter, Jacqui Diaz commented briefly on the program and answered
questions regarding the five-year strategic plan.
Council Member Young stated she was very impressed with the fact
the City is able to keep the job ratio to 1 for every $5,000, as
opposed to the requirement of 1 for every $30,000. For that, she
added, she feels staff is to be congratulated.
Ms. Diaz responded that the entire Council should be commended for
creating that many jobs.
The Hearing was then opened to the public.
Lou Filipovich, 15376 Laverne Drive, addressed the Council, asking
what "community development" means, as HUD states it. The Mayor
responded that it is funding available in the community for things
like economic development and housing, those sorts of things. He
asked if this is separate from mandated programs for low-cost
housing? The Mayor responded that they are. He clarified that
someone could get assistance from both funding sources if they
wanted. He concluded by stating there is so much debt in this
City, and we continue to accumulate debt. He referred to wanting
to get back to the issue of having a means of getting funding for
senior citizens, without any interest or encumbrance, so that they
can use those monies for what they want. He noted he will
continue to pursue this issue with the City Manager.
There being no further comments from the public, the Public
Hearing was closed.
M/S/C Loeffler and Young.
