Minutes - City of San Leandro City Council Meeting Page - 3 - <br />September 15, 1997 <br />B. Matter of HUD Community Development Block Grant (CDBG) Program <br />Annual Performance Report (APR)/Grantee Performance Report (GPR) <br />for Fiscal Year 1996-97. <br />This being the time and place for the Public Hearing on the above <br />matter, Jacqui Diaz commented briefly on the program and answered <br />questions regarding the five-year strategic plan. <br />Council Member Young stated she was very impressed with the fact <br />the City is able to keep the job ratio to 1 for every $5,000, as <br />opposed to the requirement of 1 for every $30,000. For that, she <br />added, she feels staff is to be congratulated. <br />Ms. Diaz responded that the entire Council should be commended for <br />creating that many jobs. <br />The Hearing was then opened to the public. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, asking <br />what "community development" means, as HUD states it. The Mayor <br />responded that it is funding available in the community for things <br />like economic development and housing, those sorts of things. He <br />asked if this is separate from mandated programs for low-cost <br />housing? The Mayor responded that they are. He clarified that <br />someone could get assistance from both funding sources if they <br />wanted. He concluded by stating there is so much debt in this <br />City, and we continue to accumulate debt. He referred to wanting <br />to get back to the issue of having a means of getting funding for <br />senior citizens, without any interest or encumbrance, so that they <br />can use those monies for what they want. He noted he will <br />continue to pursue this issue with the City Manager. <br />There being no further comments from the public, the Public <br />Hearing was closed. <br />M/S/C Loeffler and Young. Ayes: 6; Noes: 0; Absent: Galvan <br />The following Resolution was then introduced: <br />- Resolution No. 97-118, Resolution Accepting the Community <br />Development Block Grant (CDBG) Program Annual Performance <br />Report (APR)/Grantee Performance Report (GPR) for Fiscal Year <br />1996-97 and Authorizing Submission Thereof by the City Manager <br />(reports on the 1996-97 CDBG activities and provides for <br />acceptance of the CDBG Annual Performance Report and submission <br />to HUD).
