Minutes - City of San Leandro City Council and Page - 4 - <br />San Leandro Redevelopment Agency Meeting - October 20, 1997 <br />- Ordinance No. 97-030, An Ordinance Reclassifying Certain Property <br />Herein Described as to Zoning District and Amending Zoning Map (A-97- <br />9), 532-536 Callan Avenue. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Stephanie Ruby, Hotel and Restaurant Union Representative, thanked the <br />Council and members of staff for communicating with them regarding the <br />proposed San Leandro Conference Center. She also thanked the City for <br />helping them to communicate with Mr. Davenport. She referenced the last <br />meeting with Mr. Davenport and noted it was very disappointing, but they <br />were encouraged to continue dialogue. She added that hospitality <br />workers make well below what is acceptable and that is why it is an <br />important issue for them and San Leandro. She believes the Conference <br />Center should employ union workers and concluded by encouraging the <br />Council to look at their investment carefully. <br />B. Ann Duncan, 2347 West 134th Street, addressed the Council in favor of <br />the Conference Center being a union house. <br />C. Gladys Gustin, 268 San Leandro Boulevard, addressed the Council, asking, <br />if the City is going to loan the Conference Center $20 million, who will <br />pay for it - the taxpayers? She concluded by stating it should be a <br />union house. <br />The City Manager clarified that there would be a $15 million loan of <br />general fund dollars. Taxpayers would not be putting out money, and the <br />pay back would be the full responsibility of the Conference Center. <br />D. Iris Lew, 13069 Neptune Drive, addressed the Council, noting she belongs <br />to the Local Union and commented that it is important for the workers to <br />have some kind of protection. She noted that, if the taxpayers` money <br />is being invested, the taxpayers should have some kind of guarantee. <br />E. Larry Norry, 2532 Williams Street, addressed the Council, inquired as to <br />how much money would be loaned for the Conference Center, and questioned <br />if that would be in addition to a bond issue? <br />The City Manager responded that it would not be in addition to a bond <br />issue; it would be in lieu of a bond issue. <br />Mr. Norry continued by commenting on his disappointment in the <br />continuance of the Public Hearing regarding Mr. Winnie's property. He <br />noted that he was contacted this afternoon by Mr. Winnie, asking for his <br />input on the project. <br />
