1 <br />Minutes - City of San Leandro City Council Meeting Page - 3 - <br />November 17, 1997 <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating he <br />is neutral on this project. He questioned why the reclassification was <br />needed. Staff responded that it is a rezoning, and it satisfies all <br />zoning requirements except the front setback. The "Planned Development" <br />is an approach taken rather than a Variance. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Polvorosa and Loeffler. Ayes: 7; Noes: 0 <br />Mayor Corbett reopened the Public Hearing to allow one, additional <br />person to speak. <br />Roger Ravenstad, 738 Chetland Road, addressed the Council, stating that <br />the Planned Development is a substantial improvement to the site. He <br />expressed concern with the sill that is being proposed, indicating it is <br />foam. He would propose a Condition be added that any sills below 10 <br />feet should be concrete, wood, or anything other than foam, due to the <br />possibility of persons leaning against it and causing it to deteriorate. <br />Council discussion ensued regarding the foam materials proposed, and it <br />was noted there would be a five-foot setback, which would be landscaped. <br />Concern was expressed that five feet would not keep persons from leaning <br />on the building. <br />Council Member Young suggested a Condition be added requiring <br />maintenance of the exterior, should deterioration occur. She also <br />clarified ingress and egress from the project and indicated the left <br />turn out of the project shoul d be reviewed, as i t coul d be a safety <br />issue. <br />Mayor Corbett clarified that the lighting in the parking lot would most <br />likely be flood-type lighting and was assured the lighting issue will be <br />reviewed in detail with the Planning and Engineering Departments. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Polvorosa and Loeffler.
