OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Lou Filipovich, 15376 Laverne Drive, addressed the Council regarding the <br />Vice Mayor issue, and stated he would like to see the City Charter <br />revisited regarding the election process as a whole. He feels the issue <br />of lowering the Council seats to five should be considered, as well as <br />an appointed Mayor, or not having a City Manager and electing a Mayor to <br />serve in that capacity to run the City. He commented further that he is <br />sorry to see Nanci Klein go, but she wouldn't have to listen to him <br />anymore during public comments. He concluded by commenting on East 14th <br />Street, stating the cosmetic look of East 14th is not the argument - the <br />number of lanes is the problem. He feels we should go back to two lanes <br />with a median strip. <br />The Mayor noted there was a citizens' committee that made the <br />recommendations as to what to do on East 14th Street as it currently is. <br />B. Carey Walker, 471 Santa Monica, addressed the Council, noting the same <br />type of crime is happening all across the country. He concluded by <br />commenting on the CTL Club, the "Cheats, Thieves & Liars" Club, which, <br />in his opinion, includes Pete Stark. <br />9. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />1. Council Member Galvan reported on recent activities of the <br />EBDA/LAVWMA effort. He noted the language was sent back for a total <br />rewrite of the document. The agreement was brought back for a vote, <br />and the vote was 4 to 1, which resulted in it not being passed, as it <br />needed 5 votes. He noted that, as of last week, the City would lose <br />our share of interest on the $10 million, and it doesn't appear that <br />the issues will be resolved anytime soon. <br />B. Reports on City Council Committees <br />None <br />C. City Council Comments <br />1. Council Member Polvorosa complimented whoever provides the <br />maintenance for the continued clean-up of the overcrossing at <br />Floresta. <br />2. Vice Mayor Loeffler commented on the recent Joint Business Walk with <br />the City of Oakland and added that it was very successful. <br />
