IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2005-O1 l (1123/1480) RESOLUTION OPPOSING THE PROPOSED LOWER LAKE RANCHERIA KOI INDIAN NATION CASINO IN OAKLAND WHEREAS, the Lower Lake Rancheria Koi Indian Nation has proposed development of a 493,000 square foot casino, hotel, restaurant, and entertainment complex on Swan Way at Pardee Drive in Oakland, to contain an estimated 2,000 slot machines and 100 gaming tables; and WHEREAS, this proposed development site is less than one mile from San Leandro city limits; and WHEREAS, numerous studies have shown the long-lasting negative impacts legalized gambling can have on surrounding communities; and WHEREAS, the City of San Leandro has serious concerns about the negative impacts legalized gambling and a resort complex of this size will have on this community, including but not limited to: increased traffic on routes through San Leandro which are already at maximum service capacity; the drain on local law enforcement, particularly as it relates to increased drunk driving and traffic congestion during peak event periods, as well as thefts, domestic violence and other crimes associated with problem gambling; impacts to the Arrowhead Marsh and the endangered wildlife that occupy the marsh and wetlands immediately adjacent to the development site; increased demands on local community-based organizations that residents would turn to in times of financial hardship because of problem gambling; increased demands on social service agencies throughout Alameda County as a result of problem gambling; demands on area workforce housing and increased enrollment in schools because of the influx of new jobs; increased noise from the Oakland International Airport, particularly from the corporate jet services at the airport's North Field; and economic impacts on San Leandro's efforts to develop the San Leandro Marina area; and WHEREAS, residents of San Leandro have spoken passionately in opposition to the development of a gambling casino so close to this community; and WHEREAS, at its meeting of January 3, 2005 the City Council, by motion, unanimously voted to oppose the proposed casino development and directed the City Manager to prepare a formal resolution in opposition of the project to be provided to all appropriate federal, state and local agencies and officials and other interested groups and organizations. NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as follows: That the City Council of the City of San Leandro opposes the proposed Lower Lake Rancheria Koi Indian Nation Casino that has been proposed in Oakland, and opposes any urban gaming casino in nearby communities.
