1.0 PROJECT DESCRIPTION <br />used for freeway landscaping and restricted access golf courses (i.e., golf courses that irrigate <br />when the golf course is closed). The Monarch Bay Golf Complex in San Leandro falls under this <br />category. Disinfected tertiary recycled water is to be used for parks, playgrounds, roadway <br />medians and unrestricted assess golf courses. Project areas that fall under this category are the <br />Marina Park/Par Course, roadway medians, and Oyster Bay Regional Park. <br />SERVICE TO MONARCH BAY GOLF COMPLEX, MARINA PARK/ <br />PAR COURSE, AND ROADWAY MEDIANS <br />The provision of recycled water to these areas would involve: <br />^ Using the existing EBDA Pipeline to convey secondary effluent from the WPGP to the <br />Monarch Bay Golf Complex; <br />^ Constructing a water recycling disinfection and filtration plant (water recycling plant} (in <br />two phases) at the Monarch Bay Golf Complex; <br />^ Using existing pipelines to convey recycled water to and from lakes at the Monarch Bay <br />Golf Complex for daytime storage; <br />^ Constructing a pipeline (1,5001ineaz feet) from the watex recycling plant to Marina <br />Pazk/Par Course; and <br />^ Installing new irrigation systems at Marina Pazk/Paz Course. <br />As described above, recycled water for use at the Monarch Bay Golf Complex would be <br />disinfected secondary-23 recycled water; recycled water for use at Marina Pazk/Paz Course would <br />be disinfected tertiary recycled water. <br />USE OF EXISTING EBDA PIPELINE <br />The City plans to tap into an existing valve box along the EBDA Pipeline, (EBDA Pipeline <br />Station 77+54) or install a new tap and manhole where the pipe is in Monarch Bay Drive opposite <br />South Dike Road (see Figure 1-2). At this location, the EBDA Pipeline is beneath the eastern <br />portion of Monarch Bay Drive. The City would construct a short (approximately 100 to 300 foot <br />long) pipeline segment and low-head pump station to convey effluent from the EBDA Pipeline to <br />the water recycling disinfection and filtration plant (water recycling plant). The length of pipe <br />segment is dependent on whether an existing valve is used or whether a new tap and manhole are <br />installed. <br />PROPOSED WATER RECYCLING DISINFECTION AND FILTRATION PLANT <br />The proposed water recycling disinfection and filtration plant (water recycling plant) would be <br />constructed within the Monarch Bay Golf Complex, to the east of the fenceline of the golf <br />complex adjacent to Monarch Bay Drive and opposite South Dike Road. The Monarch Bay Golf <br />Complex is adjacent to the San Leandro Marina and is managed by the American Golf <br />Corporation. The water recycling plant would require an area of roughly 20 feet by 20 feet and <br />San Leandro Recycled Water Project 1-7 ESA /?A3193 <br />Draft IS/MI~ID <br />
