1.0 PROJECT DESCRIP'T'ION <br />Northern Pipeline Route <br />From the filtration and disinfection facility at the WPCP, this pipeline alignment traverses the <br />WPCP site westward past existing evaporation ponds and follows the- crest of a levy south of the <br />Metropolitan Golf Links Course (formerly Lew Galbraith Golf Course) and south of the WPCP <br />polishing ponds (currently unused) (Figure 1-2). Currently, a segment of the Bay Trail <br />terminates along the southern border of the golf course. Using a Bay Trail Planning Grant, and <br />working with the EBRPD, San Leandro is planning to continue the Bay Trail southwestward <br />between the polishing ponds and golf course and to construct apedestrian/bicycle bridge to <br />Oyster Bay Regional Park across the San Leandro Slough (shown in Figure 1-3). The City has <br />completed a feasibility study, geotechnical report and conceptual design on construction of the <br />bridge (O'Driscoll, 2004). The recommended bridge design features include a 340-foot bridge <br />span, trestle construction, and apoured-in-place concrete deck. The design will include a sleeve <br />for suspending a pipe from the bridge, allowing the means for the northern pipeline to cross the <br />San Leandro Slough. EBRPD is serving as lead agency for preparing CEQA documentation for <br />the trail segment and bridge (Anderson, 2004). A draft Mitigated Negative Declaration on the <br />bridge project is expected to be published before the end of the year (Parfrey, 2004). <br />Southern Pipeline Route <br />As an alternative, the City is evaluating a second pipeline alignment that skirts the south side of <br />the slough. From the proposed disinfection and filtration facility within the WPCP, the pipeline <br />alignment follows Davis Street to its terminus, and then follows an existing dirt road to Oyster <br />Bay Regional Park. <br />1.6 SCHEDULE AND CONSTRUCTION METHODS <br />SCHEDULE <br />The City is proposing to design the recycled water facilities for Phase lain 2005 pending the <br />availability of grant funding. The date construction would begin is not currently known because <br />construction is contingent on the date of the availability of funding. The duration for design, <br />bidding and construction for each phase was determined with an assumed start date. <br />Service to Monarch Bay Golf Complex (Phase la) <br />^ Start Design - 2005 (pending funding availability) <br />Start COnshuCtlOn- 2006 (pending funding availability} <br />Duration -The project can be constructed in approximately 4 - 6 months depending upon <br />the availability of funding to complete projects.
