Construction contract provisions should include a dust abatement program as outlined <br />in Measure AQ-1. Daily combustion emission impacts from construction vehicles would not be <br />significant due to the relatively small scale of the Project. Criteria pollutant emissions from these <br />emission sources would incrementally add to regional atmospheric loading of ozone precursors during Che <br />construction period. <br />DISCUSSION <br />a,b,c,d) The Project is located within the jurisdiction of the Bay Area Air Quality Management District <br />(BAAQMD), the regional agency empowered to regulate air pollutant emissions from stationary <br />sources in the Bay Area. BAAQMD regulates air quality through its permit authority over most <br />types of stationary emission sources and through its planning and review process. The pipeline <br />segment along Monarch Bay Drive is located near residential areas and Garfield School, located <br />at 13050 Aurora Drive, 0.3 miles from the closest proposed pipeline segment and 0.4 miles from <br />the proposed water recycling plant at the Monarch Bay Golf Complex. <br />San Leandro Recycled Water Project 2-~ ESA / 203193 <br />Draft IS/MND <br />
