...~ ENVIRONMENTAL CHECKLIST <br />step procedure described in detail in the regulations implementing Section 106 of the NHPA (36 <br />CFR Part 800): <br />^ Identify and evaluate historic properties in consultation with the SHPO and interested <br />parties; <br />^ Assess the effects of the undertaking on properties that are eligible for inclusion in the <br />NRHP; <br />^ Consult with the SHPO, other agencies, and interested parties to develop an agreement that <br />addresses the treatment of historic properties and notify the Advisory Council on Historic <br />Preservation; <br />^ Proceed with the Project according to the conditions of the agreement. <br />An archaeological inventory report, Archeological Assessment of the Proposed San Leandro <br />Recycled Water Master Plan, San Leandro, Alameda County, California (William Self <br />Associates, Inc., 2004) that addressed the above issues was prepared and submitted to the <br />SWRCB. <br />` c) The Project site contains artificial fill material, especially in areas of development. Moreover, the <br />surrounding bay marsh system consists of mostly bay mud materials and some recent alluvium of <br />stream channel, stream overflow, and alluvial fan deposits. Given the relatively young <br />geomorphic characteristics of this area, the probability of encountering paleontological resources <br />is substantially reduced. <br />This notwithstanding, significant fossil discoveries can be made even in areas -designated as <br />having low potential, and may result from the excavation activities related to the Project. This <br />impact would be reduced to ales-than-significant level with the incorporation of Measure CR-2. <br />d) No human remains have been identified in the Project vicinity; however, the subsurface <br />excavation required for construction of the Project could potentially disturb or destroy previously <br />unknown and buried human remains from both prehistoric and historic time periods. This is <br />considered a potentially significant impact that would be reduced to ales-than-significant level <br />by implementation of Measure CR-3. <br />MITIGATION MEAS URES <br />Measure CR-1: In the event that any prehistoric or historic subsurface cultural resources are <br />discovered during ground disturbing activities, all work within 50 feet of the resources shall be <br />halted and the City shall consult with a qualified archaeologist to assess the significance of the <br />find. If any find is determined to be significant, representatives of the City and the qualified <br />azchaeologist would meet to determine the appropriate course of action. All significant cultural <br />materials recovered shall be subject to scientific analysis, professional museum curation, and a <br />report prepared by the qualified archaeologist according to current professional standards. <br />Measure CR-2: The Project proponent shall notify a qualified paleontologist of unanticipated <br />discoveries, made be either the cultural resources monitor ar construction personnel and <br />subsequently document the discovery as needed. In the event of an unanticipated discovery of a <br />brews, true, and/or trace fossil during construction, excavation within 50 feet of the find shall be <br />temporarily halted or diverted until the discovery is examined by a qualified paleontologist.
