o~ SAN ~F9 DISCUSSION OF ISSUES RAISED IN <br />~a ~~~" y__-_- do COMMENTS ON THE SAN LEANDRO <br />U p <br />RECYCLED WATER PROJECT DRAFT <br />,,ti INITIAL STUDY/MITIGATED NEGATIVE <br />~`'~RP°RA~-a ~$ DECLARATION <br />Introduction <br />This memorandum has been prepared to discuss issues raised in comments received by the City <br />of San Leandro (City) on the Mitigated Negative Declaration (MND) for the San Leandro <br />Recycled Water Project. The City is proposing to build two water recycling disinfection and <br />filtration facilities, approximately 0.80 mile of transmission pipeline, and irrigation systems to <br />provide recycled water for irrigation to the following areas: Monarch Bay Golf Complex; Marina <br />Park, the Marina Park/Par Course, road medians near and around the Monarch Bay Golf Complex <br />and Marina Park; and potentially Oyster Bay Regional Park. The recycled water produced by the <br />project would be used for irrigation only in accordance with state requirements.' The San <br />Leandro City Council will approve and certify a Mitigated Negative Declaration (MND) on the <br />Recycled Water Project in March 2005, <br />The MND is an informational document that provides environmental analysis for public review <br />and for agency decision-makers to consider before taking discretionary actions related to any <br />proposed project that could have a significant effect on the environment. With the incorporation <br />of measures modifying project construction and operating characteristics, the MND identified no <br />potentially significant impacts from the proposed project. Therefore, staff proposes to adopt the <br />Mitigated Negative Declaration for the project modifications. <br />The CEQA Process <br />In accordance with Section 15073 of the CEQA Guidelines, the MND was circulated to local, <br />state and federal agencies and to interested organizations and individuals for public review from <br />December 10°i, 2004 to January 9`~, 2005. During the public review period, the City of San <br />Leandro (The City) received two letters commenting on the MND, as well as a letter from the <br />State Clearinghouse acknowledging compliance with CEQA. The City received two letters after <br />the closing of the comment period. All written comments received by the City regarding the <br />adequacy and accuracy of the MND are presented in this document. Table 1 lists the entities (the <br />author of each comment letter and the author's affiliation) that submitted written comments on <br />the MND. A summary of issues raised in the comments and a discussion of those issues follow. <br />Two types of recycled water, disinfected secondary-23 and disinfected tertiary, would be required for the <br />planned irrigation areas in San Leandro. Disinfected secondary-23 water can be used for freeway <br />landscaping and restricted access golf courses (i.e., golf courses that irrigate when the golf course is <br />closed). The City proposes to provide Monarch Bay Golf Complex with disinfected secondary-23 <br />recycled water. Disinfected tertiary recycled water is to be used for parks, playgrounds, and roadway <br />medians and unrestricted access golf courses. The City proposes to provide the following areas with <br />disinfected tertiary recycled water. Marina Park/Par Course and nearby roadway medians, and <br />potentially Oyster Bay Regional Park. <br />
