Set-Aside funds. Despite no longer using federal CDBG dollars, the Residential Rehabilitation Program <br />includes lead-based paint awareness and information literature in each application packet. Testing is <br />always performed on homes when there are children ages seven years old and under living in them. The <br />City utilizes lead abatement contractors in addition to general contractors when appropriate to perform the <br />necessary repairs. <br />If the City uses its HOME funds for acquisition and rehabilitation of apartments for preservation or <br />maintenance of affordable housing, it will inform tenants of lead based paint and comply with the <br />applicable HUD lead based paint hazard reduction guidelines and regulations. <br />ANTI-POVERTY STRATEGY <br />The City of San Leandro is committed to funding social services agencies that assist low-income households <br />in achieving economic independence. The City supports the Job Preparation and Placement Program <br />(formerly the Works Program), a unique community effort assisting individuals to transition from welfare to <br />self-sufficiency. The program provides comprehensive employment and support services to help the <br />working poor, including CalWorks clients, reach personal and economic sustainability as active members of <br />the community. Led by the Davis Street Family Resource Center, which receives CDBG funding annually <br />from the City, this multi-faceted network of resources and support leads to workplace and personal success <br />for both employers and job applicants. Clients receive consultations with a job coach and a job developer <br />and are offered an opportunity to participate in a Match Savings Program. <br />San Leandro WORKS targets eligible Ca1WORKs participants living in the greater San Leandro area to offer <br />four weeks of professional evaluation and assessment, plus "soft skill" training for job readiness. Once <br />participants are ready to interview, the San Leandro Chamber of Commerce Business Network further <br />evaluates j ob candidates and provides positive match-ups for interview with East Bay employers. Following <br />job placements, financial and coaching assistance is provided to assure a successfiil transition through free <br />childcare, transportation, vouchers, assistance with wardrobe and unifort~ needs. Ongoing individual case <br />management and volunteered community support is provided each participant to assist in job retention, <br />career and personal growth. <br />It is anticipated that CDBG and the City's Community Assistance funds will continue to support nonprofit <br />agencies that provide job assistance and related services to low-income members of the community. In <br />recent years, several nonprofit agencies such as Davis Street FamilyResource Center, Community Resources <br />for Independent Living (CRIL),and the San Leandro Shelter for Women and Children have provided job <br />support and related services to families, disabled persons, and women with children who are homeless and/or <br />in transition. Through its annual CDBG funding ofProject Literacy, an adult literacyprogram administered <br />by the City Library, the City hopes to assist adults in leanung to read for their own enjoyment, but also to <br />enhance their job skills and employment opportunities. <br />Housing and Community Development Strategic Plan - FY 2005-09 <br />City of San Leandro <br />Page 27 <br />
